<br />property looks run down because of the grass lot. The second issue is that as some of these <br />businesses are paved it will take a surface that absorbs water and make it impervious. He <br />questioned what sort of ponding requirements there will be. He commented on the high cost for <br />Green Valley Greenhouse to deal with ponding because of the impervious surface. He <br />understands the requirement to pave the fronts of buildings that are visible to traffic, but he does <br />not understand a property like Son Water Sports being in violation because of the letter of the <br />law that applies to the entire property. <br /> <br />Ass't Community Development Dir/HRA Executive Dir. Frolik stated the Son Water Sports <br />property is also storing things for private property owners, which is not permitted in this district. <br /> <br />Councilmember Look stated his concern and his wife's concern driving through Ramsey is not <br />the paving of surfaces, but the Triple X building that is so blatantly obvious. The front of <br />buildings should have paving, but he will not get wound up about the back lot. <br /> <br />Counci1member Dehen stated he believes everyone's goal is to make the corridor look nice, <br />especially in relation to Town Center and Ramsey Crossings. However, in addition to that, part <br />of the problem is that a lot of these businesses are dragging gravel out onto the highway and it is <br />dinging everyone's vehicle driving down the highway. He believes staff is savvy enough to <br />work through the drainage issues. This is not new, it has been on the books for 20 years, and a <br />sunset provision has come and gone. He suggested that a specified number of days be allowed to <br />come into compliance, and if there is not compliance in that time period that there be a fine <br />structure that occurs on a daily basis. Property owners could be given the ability to appeal, <br />similar to the administrative process. Property owners that do not apply could be assessed. <br /> <br />Consensus of the Council was to direct staff to enforce paving requirements equally on the north <br />and south sides of the Highway 10 corridor with possible reductions in the requirements for <br />heavy equipment areas. <br /> <br />Community Development Director Trudgeon requested clarification regarding the discussion <br />about whether the paving should not be required on the back of the property and regarding <br />penalties. <br /> <br />Councilmember Dehen stated he does not support someone getting special treatment, but he is in <br />favor of looking at what has been done for paving in some of the other industrial parks. <br /> <br />Interim City Administrator Nelson explained one of the properties the City is trying to purchase <br />through the RALF program has had no paving and has serious soil issues. A tremendous amount <br />of time and money is being spent through MnDOT to remedy that situation because it was <br />basically a business operating on a field, dumping petroleum products and leaking oil. They <br />have now inherited that problem as the City and State try to move that project forward. <br />Regardless if that was the front or back of the property there are soil issues with the storage of <br />vehicles and those types of things on an unimproved surface, and eventually those costs are born <br />by someone. <br /> <br />City Council Work Session / May 1, 2007 <br />Page 13 of 16 <br />
