restricted. We received letters of interest from three developers with regard to the north parcel. <br />Council directed that neighborhood meetings occur. There was one held in October and another <br />the beginning or January. (The one in January included a larger list of people.) From these two <br />neighborhood meetings, we have worked with the proposed developer in refining what his <br />proposed development is. He noted that Council has the proposed purchase agreement. He <br />pointed out that Council also has an itemization of what's included in the development. He stated <br />that it's been staff's intent to retain part of the parcel and 15.5 to 16 acres can be developed. <br />What's proposed is that the developer provide for the continuance of the plat process with no more <br />than 38 lots on the parcel. Mr. Schroeder told Council that staff is not necessarily suggesting <br />approval of that concept, but that's the one most of the neighbors liked. It's been the plan that <br />proceeds of the sale of this property would go toward development of a park. ($399,000 would be <br />brought in from the sale of developing 38 lots.) Each reduction of a lot would be a reduction in <br />money of $10,500 if City Council does not approve 38. <br /> <br />Council proceeded to review the agreement. Councilmember Haas Steffen hoped if this is <br />approved this evening, that Council might have a continued discussion on the value of homes. <br /> <br />Mr. Schroeder responded that in this purchase agreement, the City will state what the homes <br />should be valued at. <br /> <br />Discussion ensued relating to what the Planning Commission discusses and it was suggested that a <br />joint meeting take place. Ms. Frolik pointed out that the quarterly joint meeting should be <br />scheduled for February. <br /> <br />Doug Fountain, 15255 Garnet Street NW, Ramsey, stated that he has lived in Ramsey for 20 years <br />and that he is not against sewer and water. He noted Ms. Stanley's presentation earlier this <br />evening on what the extension of municipal utilities can do to the property. He asked what this is <br />going to do to the property on the north and west of where he is. He wondered if that area could <br />then petition for City services. <br /> <br />Mr. Schroeder responded that both these areas are outside of the MUSA. <br /> <br />Councilmember Haas Steffen commented that the last two Charter amendments will make it <br />practically impossible to get water and sewer to these areas unless 100% of the people vote for it. <br />She stated she would find it hard to vote in favor of the extension with people being able to opt out <br />and making other people pay for it. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Haas Steffen to authorize the Mayor <br />and City Administrator to enter into the purchase agreement on behalf of the City with KC Land <br />Company for sale of Outlots A and B, Alpine Addition. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, Beyer and <br />Zimmerman.
