Motion carried.

Case #6:

Selection of Consulting Engineering Services for the Extension of
Sewer and Water Utilities to Parcel North of Alpine Park Site

City Engineer Jankowski stated that with the development of the "Alpine" area, revenues generated
would go toward development of the Alpine Park. If such development is to proceed, the City will
need to extend sewer and water to the subject property. To achieve this goal, with minimum delay,
the City should select and retain an engineering consultant as soon as possible to allow for design,
permitting and bidding at the earliest opportunity. He requested sending proposals to John Oliver
Associates, Hakanson Anderson Associates and MSA, Inc. In 1996, the City had similar work
done by these three engineering firms and all fh'ms performed satisfactorily.

Motion by Councilmember Beyer and seconded by Councilmember Haas Steffen to direct staff to
send Request for Proposals for the extension of sewer and water utilities to the parcel north of
Alpine Park site to John Oliver Associates, Hakanson Anderson Associates, and MSA, Inc. for an
hour rate with a not-to-exceed maximum amount for basic engineering services.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Haas Steffen, Beahen and
Zimmerman. Voting No: None.

Case W/: Report from Road and Bridge Committee

1) Report from Traffic Review Committee

City Engineer Jankowski reported that the Road and Bridge Committee had come up with a
procedure to handle traffic calming requests. Following the receipt of the request, a Traffic
Review Committee, comprised of the Police Chief, City Engineer and the Public Works
Supervisor, would review the request and make recommendation to the Road and Bridge
Committee. The Committee had reviewed five requests and made recommendations to the Road
and Bridge Committee. The Committee agreed with the recommendations for cases one through
four and tabled action on case #5 until an accident history for the area can be obtained.

2) Speed Limits of Sunwood Drive

Mr. Jankowski reported that he presented four alternatives relating to the speed limit on the western
portion of Sunwood Drive East. The Road and Bridge Committee agreed that since the Police
Department has not noticed any unusual degree of speeding along this segment of road, that it
should be left un-posted for several months and await the results of the speed study.

3) 1997 Street Maintenance Program

City Engineer Jankowski stated that the 1997 Street Maintenance Program has a budget of
$293,700, which is distributed among three major components. Proposed is sealcoating 14.3
miles of road and crack filling for 3.55 miles of overlays. He requested authorization to prepare a
feasibility study for the Program.

Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to direct the City
Engineer to prepare a feasibility study for the 1997 Street Maintenance Program.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Zimmerman, Beahen and
Haas Steffen. Voting No: None.

City Council/January 14, 1997
