Motion by Councilmember Beyer and seconded by Councilmember Haas Steffen to adopt Resolution #97-01-040 authorizing the budget amendment for the purchase of replacement and new computer equipment, contingent upon received at least one contract bid. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Haas Steffen, Beahen and Zimmerman. Voting No: None. MAYOR AND COUNCIL INPUT 1 ) Joint Meeting Council scheduled a Council workshop for Wednesday, February 5, 1997 from 5:30 p.m. to 7:00 p.m. and a joint meeting with the Planning Commission and the Park and Recreation Commission for 7:00 p.m. on the same evening. 2) Adult Bookstore City Attomey Goodrich announced that the Supreme Court has denied the petition for writ of certiorari from the Adult Bookstore which means that our ordinance cannot be challenged. We are currently monitoring the Bookstore for compliance with the ordinance. They cannot have more than 10% of their floor space dedicated to adult use. Mr. Schroeder stated that the last time the City checked out the Bookstore, they had less than 10% of their floor space dedicated to adult use. Councilmember Zimmerman commented that it appears that the sign ordinance is not being enforced. The Bookstore has chipboard signs. Ms. Frolik stated that she has sent a letter informing the owner that he is in violation and they did remove one of the signs. 3) Property Tax/Utilities Councilmember Haas Steffen stated that Council received a letter from Mrs. Ellen Stanley relating to property values. She (Haas Steffen) asked staff to check with the County Assessor to be sure that this information received is accurate. R says that properties will be taxed, if utilities are available, on an increased value after three years. If that's accurate, this City Council should look at the ordinance differently. She asked also for information on the ability of an empty lot with a PIN to be able to vote in the City. She asked about deferment policies with regard to water and sewer and what percent of interest might be charged on that and what other cities might be doing. 4 ) Water Share Councilmember Haas Steffen asked the possibility of the City of Ramsey, being in the Metro Area, sharing water with with the City of Ell River, being outside the Metro Area. 5) Snowmobiling Mayor Gamec commented that he has received several complaints relating to snowmobiling. This is a serious situation. He put together a map of violations and complaints. Seventeen tags were issued in the last couple of weeks and there were 56 snowmobile complaints. He told the residents that if they wish to maintain rights to snowmobile, they have to abide by common courtesy and law. He would not like to see snowmobiling shut off from the entire area, but it becomes the responsibility of the owner and operator.
