Motion by Councilmember Beyer and seconded by Councilmember Haas Steffen to adopt <br />Resolution #97-01-040 authorizing the budget amendment for the purchase of replacement and <br />new computer equipment, contingent upon received at least one contract bid. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Haas Steffen, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1 ) Joint Meeting <br /> <br />Council scheduled a Council workshop for Wednesday, February 5, 1997 from 5:30 p.m. to 7:00 <br />p.m. and a joint meeting with the Planning Commission and the Park and Recreation Commission <br />for 7:00 p.m. on the same evening. <br /> <br />2) Adult Bookstore <br /> <br />City Attomey Goodrich announced that the Supreme Court has denied the petition for writ of <br />certiorari from the Adult Bookstore which means that our ordinance cannot be challenged. We are <br />currently monitoring the Bookstore for compliance with the ordinance. They cannot have more <br />than 10% of their floor space dedicated to adult use. <br /> <br />Mr. Schroeder stated that the last time the City checked out the Bookstore, they had less than 10% <br />of their floor space dedicated to adult use. <br /> <br />Councilmember Zimmerman commented that it appears that the sign ordinance is not being <br />enforced. The Bookstore has chipboard signs. <br /> <br />Ms. Frolik stated that she has sent a letter informing the owner that he is in violation and they did <br />remove one of the signs. <br /> <br />3) Property Tax/Utilities <br /> <br />Councilmember Haas Steffen stated that Council received a letter from Mrs. Ellen Stanley relating <br />to property values. She (Haas Steffen) asked staff to check with the County Assessor to be sure <br />that this information received is accurate. R says that properties will be taxed, if utilities are <br />available, on an increased value after three years. If that's accurate, this City Council should look <br />at the ordinance differently. She asked also for information on the ability of an empty lot with a <br />PIN to be able to vote in the City. She asked about deferment policies with regard to water and <br />sewer and what percent of interest might be charged on that and what other cities might be doing. <br /> <br />4 ) Water Share <br /> <br />Councilmember Haas Steffen asked the possibility of the City of Ramsey, being in the Metro Area, <br />sharing water with with the City of Ell River, being outside the Metro Area. <br /> <br />5) Snowmobiling <br /> <br />Mayor Gamec commented that he has received several complaints relating to snowmobiling. This <br />is a serious situation. He put together a map of violations and complaints. Seventeen tags were <br />issued in the last couple of weeks and there were 56 snowmobile complaints. He told the <br />residents that if they wish to maintain rights to snowmobile, they have to abide by common <br />courtesy and law. He would not like to see snowmobiling shut off from the entire area, but it <br />becomes the responsibility of the owner and operator.
