Councilmember Haas Steffen suggested this might be the only way to get the gravel roads done in <br />the City. She asked if this could all be done on a "graduated" basis. She reiterated she would like <br />to know the impact of the franchise fee and the impact of receiving the revenues through the <br />general tax levy. <br /> <br />Mr. Schroeder asked if this discussion means that the City Council thinks it's a good idea to pick <br />up more than the current 50% share. <br /> <br />Mayor Gamec responded that he would like to see some of the figures back before he really made a <br />decision. <br /> <br />Councilmember Haas Steffen repeated that she does not like franchise fees but she feels that the <br />roads and road maintenance are City functions. <br /> <br />Councilmember Beyer agreed. One of the suggestions on having a franchise fee was to use it for <br />street maintenance but future councils could get creative and use that money for other things. <br /> <br />Case #5: Report from Finance Committee <br /> <br />1) Officially Receive and Designate Donation for D.A.R.E. Program <br /> <br />Finance Officer Hart reported that the City had received $3,000 from a D.A.R.E. fund-raising golf <br />tournament and that it's purpose is to enhance the D.A.R.E. Program. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Beyer to accept the $3,000 donation <br />and designate such for enhancement of the D.A.R.E. Program. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen, Haas Steffen and <br />Zimmerman. Voting No: None. <br /> <br />2) Authorize Various 1997 Capital Purchases <br /> <br />Finance Officer Hart stated that the Finance Committee had been presented with a list of capital <br />outlay items, included in the 1997 budget, that do not require compliance with any level of <br />statutory bidding laws and some that do. The list was reviewed by the Committee and they <br />recommended proceeding with the purchases. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to ratify the Finance <br />Committees motion to proceed with the purchase of the capital outlay items included in the 1997 <br />Adopted General Fund and Enterprise Funds Budgets. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas Steffen and <br />Zimmerman. Voting No: None. <br /> <br />3) Authorize Budget Amendment for the Purchase of Replacement and New <br /> Computer Equipment <br /> <br />Finance Officer Hart explained this is the first budget amendment. Staff had computer replacement <br />in the budget but we have the opportunity to replace all the Macs with PC's.
