Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen and <br />Haas Steffen. <br /> <br />COUNCIL BUSINESS/PUBLIC HEARING <br /> <br />Case #1: 1997 Community Development Block Grant (CDBG) Funds <br /> <br />Mayor Gamec adjourned the regular portion of the City Council meeting at 7:12 p.m. in order to <br />conduct the public hearing. <br /> <br />Pl~blic Hearing <br /> <br />Mayor Gamec called the public heating to order at 7:12 p.m. <br /> <br />Presentation <br /> <br />Zoning Administrator Frolik stated that the City has been notified that its CDBG allocation is about <br />$33,000. These funds are intended to benefit senior citizens, low income residents, etc. The <br />requests will be heard tonight and Council will be asked to make an allocation decision on <br />February 11, 1997. <br /> <br />Mayor Gamec announced that requests were received from Opportunity Services, North Anoka <br />Meals on Wheels, Rise, Inc., Northwest Suburban Kinship, Family Life Mental Health Center, <br />ACCAP (Anoka County Community Action Program), Alexandra House, Inc., ARC, CEAP, <br />Jina's Place (a home for unwed pregnant teens). <br /> <br />Kent Campbell, Director of Development and Communications for Arc of Anoka and Ramsey <br />Counties (Advocacy and support for people with developmental disabilities and their families) <br />stated that approximately 100 people in Ramsey receive help from Arc and the request is for <br />$1,500. Their services include leisure services, information and referral services; family support, <br />one-to-one advocacy and problem solving with adults with disabilities and the Toy and Adaptive <br />Equipment Lending Library. The City of Ramsey contributed to Arc in 1994. <br /> <br />Maggi Novak, Director of North Anoka Meals on Wheels stated that her organization serves <br />primarily seniors and handicapped non-seniors one nutritionally balanced meal per day that meets <br />one-third of their daily nutritional requirement. Approximately 38 people in Ramsey receive <br />service from Meals on Wheels and the request is for $3,733. They also do referrals to other <br />agencies and a daily check on the client. <br /> <br />Tia Henry-Johnson, Executive Director of CEAP (Community Emergency Assistance Program, <br />Inc.) reported that approximately $11,500 was spent in Ramsey and they are requesting $2,000. <br />CEAP promotes self-sufficiency and offers intermediary services designed to protect and enhance <br />the interests of families with dependent children. CEAP works to prevent crises from occurring <br />and to prevent hunger and homelessness. They provide special needs assistance, rent and utility <br />assistance, and food and nutritional assistance. They also provide information and resource <br />referral. CEAP received an allocation from the City of Ramsey in 1991, 1992, 1994 and 1995. <br /> <br />Curt Martinsen, Rise, Inc. - received allocations from Ramsey in 1991, 1994 and 1995. They are <br />requesting $3,000 and served nine people in Ramsey in 1996. The money requested is to help <br /> <br />City Council/January 28, 1997 <br /> Page 5 of 11 <br /> <br /> <br />
