<br />Site Plan Review and CUP Amendment: Northern Counties SecretarialServices <br />Expansion <br />July 3, 2007 <br />Page 3014 <br /> <br />Off-Street Parking - Spaces Required: City Code requires one parking stall for every 300 <br />square feet of office-type uses, and one space per three seats for restaurant-type uses. The <br />existing office space combined "With the new daycare vv-ill total 9,619 square feet. The <br />narrative submitted with the site plan indicates the deli will have 48 seats. Based on these <br />numbers, 48 parking spaces would be required. The site plan indicates 48 striped parking <br />spaces, with additional expansion space as needed. <br /> <br />Off-Street Parking - Design: The existing parking area is not proposed to be expanded or <br />upgraded as part of this project. There are portions of the parking area that are in need of <br />repair. Staff is recommending that the unneeded and deteriorating portion of the parking lot <br />be removed and sodded. The portion of bituminous to remain should. be considered for a <br />bituminous overlay. <br /> <br />Lighting: City standards require that the luminaire (light source) must not be visible from <br />beyond the property line. Shop dra"Wings of any new lighting fIxtures should be submitted to <br />the City for approval prior to installation to assure compliance with the City's commercial <br />lighting standards. <br /> <br />Landscaping: The submitted iandscaping plan is generally acceptable with the following <br />comments: <br />. Trees should be planted at a depth such that the root flare is at fInished grade. <br />. At installation, pruning is not necessary except for broken or deformed branches <br />(do NOT prune 1/3 of foliage as shovvn in the tree planting detail). <br />. Any pruning cuts that are necessary shall be made just outside the branch collar, <br />NOT flush 'with bark. <br /> <br />Drainage and Grading: Currently runoff from this site flows from north to soifili and is <br />transmitted eastward along the north ditch line of 157th lane. Ultimately this runoff drains to <br />the wetland on the south of 157fIJ Lane and east ofNO"i\rt:hen Boulevard. The existing grading <br />and drainage \vill be substantially unaffected by the modilications proposed. ' <br /> <br />Loading Docks: The site plan submittal indicates that any loading activities for the deli VIlli <br />occur tlrrough the main doors to the deli, rather than a separate area. <br /> <br />REV Number: This property is subj ect to a storm water utility charge. The change in the <br />amount of impervious area 'ivill modify tills charge, The city VIlli determine the new' amount <br />upon revie'iv of the fInal site plan. It should be noted that the creation of a detention pond on <br />the site allows the property owner to apply for a credit toward this charge. The property <br />owner may wish to consider construction of such a pond and applying to the City for such a <br />credit. <br /> <br />40 <br />
