Memo City of t RAMSEY ,1~ \ ) To: Planning Commission From: Patrick Trudgeon, AICP, Community Development Director Date: July 3, 2007 Re: Town Center Review Board At the June Planning Commission, the question was raised whether or not the Anoka County Medical Examiners .Office site plan had been reviewed by the Town Center Review Board. Under the Ramsey Town Center Zoning Code, the Town Center Review Board is directed to review all proposals that are planned to be built in the Ramsey Town Center in order to ensure compliance with the development guidelines and the Town Center Zoning District The Town Center Review Board (TCRB) was comprised of the City Administrator, Community Development Director, Public Works Director, City Attorney, the City's Economic Development consultant, an architect hired by the City, and a representative of the Ramsey Town Center LLC. City costs for the TCRB (namely consultant costs) were billed to the Ramsey Town Center LLC. To date these costs have not been reimbursed to the City. As the Ramsey Town Center is in the process of transition, staff feels that it is unwise to spend City funds without any guarantee of payment Therefore, in the interim, I have incorporated the review of Ramsey Town Genter projects into the monthly Development Review meetings held by staff. While I would prefer a more formal review of Ramsey Town Center development proposals, given the current state of ownership of the Ramsey Town Center, I feel that this interim review process is the most efficient and cost-effective method to ensure that the Ramsey Town Center vision remains intact When more clarity arrives regarding the ownership of the Ramsey Town Center project, the TCRB will be reconstituted and function as directed in the Town Center ordinance.
