<br />Memo <br /> <br />City of t <br />RAMSEY <br /> <br />,1~ <br />\ <br />) <br /> <br />To: Planning Commission <br />From: Patrick Trudgeon, AICP, Community Development Director <br />Date: July 3, 2007 <br />Re: Town Center Review Board <br /> <br />At the June Planning Commission, the question was raised whether or not the Anoka County <br />Medical Examiners .Office site plan had been reviewed by the Town Center Review Board. <br />Under the Ramsey Town Center Zoning Code, the Town Center Review Board is directed to <br />review all proposals that are planned to be built in the Ramsey Town Center in order to <br />ensure compliance with the development guidelines and the Town Center Zoning District <br /> <br />The Town Center Review Board (TCRB) was comprised of the City Administrator, <br />Community Development Director, Public Works Director, City Attorney, the City's Economic <br />Development consultant, an architect hired by the City, and a representative of the Ramsey <br />Town Center LLC. City costs for the TCRB (namely consultant costs) were billed to the <br />Ramsey Town Center LLC. To date these costs have not been reimbursed to the City. <br /> <br />As the Ramsey Town Center is in the process of transition, staff feels that it is unwise to <br />spend City funds without any guarantee of payment Therefore, in the interim, I have <br />incorporated the review of Ramsey Town Genter projects into the monthly Development <br />Review meetings held by staff. <br /> <br />While I would prefer a more formal review of Ramsey Town Center development proposals, <br />given the current state of ownership of the Ramsey Town Center, I feel that this interim <br />review process is the most efficient and cost-effective method to ensure that the Ramsey <br />Town Center vision remains intact <br /> <br />When more clarity arrives regarding the ownership of the Ramsey Town Center project, the <br />TCRB will be reconstituted and function as directed in the Town Center ordinance. I hope <br />this memo addresses the Planning Commission's concerns regarding the status of the <br />TCRB.
