Mr. Peterson responded that 121 lots will not work out monetarily. He felt there were some <br />similarities to this sketch in the one he proposed. He felt the City probably would not want to have <br />emergency vehicles have to come in off of County Road #5. <br /> <br />Ms. Svare stated that one of the issues the neighborhood is still looking at is larger lots, graduating <br />into something smaller. <br /> <br />Mike Nixt, 6010 Radium Circle NW, Ramsey, stated he has a number of questions. The zoning <br />issue - the City Council may feel that's been resolved. He received a copy of the zoning map of <br />this particular area and he noticed the MUSA on the wall map shows this area yet the map he <br />received from the City shows this is excluded. He stated he bought his property in 1995 and <br />inquired of the property zoning behind him and whether or not it was in the MUSA. He stated that <br />the City submitted this to the Metropolitan Council, they rejected it and the City resubmitted a <br />proposal with this particular area not included. He suggested the City has not taken the appropriate <br />action to put this area into the MUSA. He asked where the public documents are that show this <br />property is zoned properly. He believed that this proposal is quite remarkable with significant <br />revisions and he felt this should go back to the Planning Commission for re-evaluation, especially <br />since there was talk about changing the setbacks, etc. Mr. Nixt added that he is not anti- <br />development but these are important issue that need to be addressed. Another idea he had is a lead <br />link fence which would keep the traffic from running through the existing neighborhood, but it <br />would allow for emergency vehicles to pass. He reiterated that he feels this property has not been <br />properly zoned and if it has, he would like to see documents stating so. <br /> <br />Mayor Gamec noted a resolution dated October 20, 1993, wherein City staff is authorized to <br />submit a proposed update. The City Administrator was directed to gain approval for this area. <br />This was forwarded to the Met Council on November 9, 1993. That area was included. This was <br />approved by the Met Council on June 12, 1995. <br /> <br />Mr. Nixt asked why the City is distributing this map (presented it) as the MUSA today. He <br />suggested that the MUSA proposal was rejected and a revised one was submitted and this map is <br />what was approved. He added that the developer is making a reasonable attempt and he hoped to <br />go further and work on the traffic issues. <br /> <br />Council directed that staff get back to Mr. Nixt with supporting documents of the MUSA <br />expansion. <br /> <br />Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey, stated that the earlier of the two dates, <br />October 20, 1993, was when a very large MUSA expansion was proposed by Mr. Schroeder and <br />approved by the City Council. The Metropolitan Council rejected that proposal. The second date, <br />March 11, 1994, was when a more modest proposal was sent to the Met Council - that's the one <br />staff is handing out as the MUSA expansion. That's the most recent proposal that's been put <br />together - that's what you get when you ask for the plan at the front counter. A different map is on <br />the wall. The Met Council has said that they authorized the City to expand its MUSA but we have <br />not said that we want to to the extent authorized. We have to hold a public hearing and we have <br />not done that. <br /> <br />Mr. Schroeder responded that what was ultimately approved by the Metropolitan Council is shown <br />on the map on the wall. The attachment you have in front of you is the map the Met Council uses. <br />The City's Planning Commission held a public hearing on that larger proposal and the City Council <br />authorized the submittal. That was submitted and the Met Council negotiated down from there. <br />At the conclusion, the Met Council approved what is shown in pink on the wall map. It was <br />almost a year later than Met Council approved that.
