3) Street Paving Program <br /> <br />City Engineer Jankowski reported that there is $20,000 in the 1997 budget designated for the <br />paving of dirt streets. The Road and Bridge Committee tabled any recommendation for action to <br />allow for staff to review and present additional options. <br /> <br />No action is required. <br /> <br />4) Update on T.H. #47 Local Initiative Project <br /> <br />City Engineer Jankowski reported that the City had received notice that the T.H. #47 local <br />initiative project, up to County Road #5, was successful contingent upon resolving access issues. <br />He met with MnDOT and one of the major access points was the signalization of 142nd Avenue. <br />MnDOT preferred not to signalize that intersection and to have a divided median preventing all <br />but right turning movements. He explained, to the MnDOT staff, the impacts to the residents <br />and the business owners in that area of their proposal and he suggested to them that the City of <br />Ramsey would not support that. MnDOT will be revisiting this issue and he (Jankowski) would <br />report back. <br /> <br />Councilmember Haas Steffen expressed concern that this project does not deal with a long-term <br />fix for T.H. #47. She added that we need a north/south route, and it cannot be the current T.H. <br />#47. She felt that the City needs to meet with the State, the County and the City of Anoka and <br />talk about this. She wondered ifT.H. #47 should be turned over to the County and the City. <br /> <br />5) Modification of MSA System and System Needs <br /> <br />City Engineer Jankowski explained that the Minnesota State Aid (MSA) system is a mechanism <br />which has been in place since 1958, and returns a portion of the State's gas tax revenue to <br />municipalities in order to support their collector and arterial street systems. Cities are allowed to <br />designate up to 20% of their total mileage as a part of the system. The City of Elk River has <br />contacted us to ask if we would consider designating a 0.8 mile segment of Jars Street concurrent <br />with them. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Haas Steffen to add <br />Jarvis Street to our MSA system. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Haas Steffen and <br />Beahen. Voting No: None. Absent: CouncilmemberBeyer. <br /> <br />Mr. Jankowski stated that he received a proposal from Bolton and Menk, Inc., to review the <br />City's total needs on our MSA system. A comprehensive view of the entire system has not been <br />performed over the past seven years. A review of our needs of MSA designated roadway is <br />$393,645 per mile, which ranks 104 out of 119 cities in the State. In 1990, Ramsey ranked 88th <br />of 110 communities. The State's average cost per mile is $555,853, with a range of $255,324 to <br /> <br /> City Council/March 11, 1997 <br /> Page 9 of 13 <br /> <br /> <br />
