problem. Mr. Goodrich responded that he has not taken a position on the MUSA. He has <br />expressed concem on a zoning issue. He has been reviewing some issues regarding MUSA, but <br />he has not shared anything on it as yet. Mr. Schroeder stated he had not heard anything about the <br />super majority issue before. The Planning Commission held a public hearing on the Apple Ridge <br />land. City Council submitted that land to the Metropolitan Council. They included it in the <br />MUSA, the City accepted that approval on a unanimous vote. It appears to us that the land is in <br />the MUSA. On the issue of zoning - he did not know. Councilmember Haas Steffen stated she <br />is not trying to exclude these people from having a moratorium. She is trying to avoid lawsuits <br />being filed until we get some legal advice on the MUSA line and rezoning. She stated she put <br />this moratorium language in to be able to listen to the people until we get legal advice. She <br />added that she has no idea of implications for the City. All she is looking for is to buy a little <br />time without hurting anyone. Dell Wissler, 6614 - 153rd Lane NW, Ramsey, asked why the City <br />Council is worried about lawsuits from developers when no vote has been taken on Alpine or <br />Apple Ridge. Attorney Goodrich responded that the City Council wants to be conservative and <br />to do right things for all people. Mr. Wissler added that Alpine is owned by the City. Mr. <br />Goodrich replied that it has been sold. Mr. Schroeder reported that the City received a purchase <br />agreement and a down payment. <br /> <br />Motion carried. Absent: Councilmember Beyer. <br /> <br />Case #2: Report from Road and Bridge Committee <br /> <br />1) Traffic Accident Location Maps Being Prepared <br /> <br />City Engineer Jankowski reported that Acting Police Chief Gustafson presented the Committee <br />with a map depicting accident locations in the City of Ramsey. The map will be utilized to <br />provide accident history information when reviewing requests for traffic entering devices. <br /> <br />No action required. <br /> <br />2) Consider Request for Speed Study on County Roads <br /> <br />City Engineer Jankowski reported that a former Ramsey resident had requested to the State <br />Highway Commissioner that reduced speed limits be considered on County Road #56, #57 and <br />#83. The Commissioner returned the request to Anoka County, however, the County requires the <br />municipality to support the request for such a study. The Committee recommended support. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman to adopt <br />Resolution #97-03-054 authorizing the City Engineer to request from Minnesota Department of <br />Transportation, an engineering study to determine the appropriate speed limit for County Road <br />#83, County Road #56 and County Road #57 within the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Zimmerman and <br />Beahen. Voting No: None.
