Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1 <br /> <br />Request for Preliminary Plat Approval of Sunfish Pond; Case of G.M. Homes <br /> <br />Zoning Administrator Frolik explained that John Lamoureux of G.M. Homes has applied for <br />preliminary plat approval of Sunfish Pond, a townhouse development. It was noted the subject <br />property is located at the northeast comer of the intersection of County Roads #116 and #57. She <br />reviewed the staff report indicating the property consists of 9.2 acres under Multiple Residential <br />zoning (15 units per acre), and is eligible for 135 units; the developer is proposing 81 units. It was <br />noted access is proposed ti'om 142nd Lane on the north and 141st Lane on the east. All streets within <br />the plat boundaries will be developed as private roads but addresses will adhere to the City's grid <br />system. The 11 lots meet minimum area requirements and the wetland in the northeast comer of the <br />plat will be dedicated as a drainage and utility easement. The Park Commission recommends a cash <br />payment to satisfy park dedication requirements and that the developer reserve space for a tot lot to <br />be developed at the discretion of the homeowner's association and a trail connection to Casey's <br />General Store or the C.R. #57 path (neither of which will be park dedication credit eligible). The <br />Planning Commission and staffrecommend preliminary plat approval contingent upon the developer <br />obtaining site plan approval. <br /> <br />Councilmember Haas Steffen noted reference to dedication of a drainage and utility easement and <br />requirement for the developer to establish "some landscaping" along the pond. <br /> <br />Mr. Lamoureux advised he has prepared and submitted a landscape plan. <br /> <br />Zoning Administrator Frolik pointed out the site plan for Case #2 includes additional detail on the <br />landscaping. With regard to the transportation impact fee which will be used for the future <br />signalization of C.R. #57 and #116, Zoning Administrator Frolik advised staff recommends the <br />Council move the proposal and request a recommendation from the City Attomey with regard to the <br />impact fee. <br /> <br />Councilmember Zimmerman inquired regarding whether easement issues have been resolved. <br /> <br />City Engineer Jankowski advised the drainage has an outlet and those issues have been resolved. <br /> <br />City Council/March 25, 1997 <br /> Page 3 of 10 <br /> <br /> <br />
