Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to approve <br />preliminary plat approval of Sunfish Pond, contingent upon compliance with City Staff Review Letter <br />dated March 19, 1997, the recommendations of the Park Commission on March 13, 1997, and a <br />successful site plan review. <br /> <br />Motion carded. Voting Yes: Mayor Gamee, Councilmembers Beahen, Zimmerman, Beyer and Haas <br />Steffen. Voting No: None. <br /> <br />Case #2 <br /> <br />Request for Site Plat Approval of Sunfish Pond; Case of G.M. Homes <br /> <br />Zoning Administrator Frolik advised that John Lamoureux of G.M. Homes has applied for a site plan <br />approval for a townhouse development to be located at the northeast intersection of County Roads <br />#57 and #116. The property is zoned Multiple Residential (MR) so up to 15 units per acre are <br />permitted. The property is eligible for 135 units and the developer is proposing 81, two-story <br />multifamily unit, 2 and 3 bedroom townhomes with unfinished basements. The streets will be <br />developed as private roads and the City Engineer has recommended a minimum pavement width of <br />24 feet and that the proposed surmountable concrete curb be replaced with B type. She advised the <br />City Code requires 82 off-street parking spaces and 201 are proposed. Zoning Administrator Frolik <br />presented details of the landscaping plan. She noted the memorandum from the City Attorney <br />indicating the land does not have to be rezoned PUD and meets the proper criteria. The Planning <br />Commission and Staff recommend site plan approval contingent upon compliance with the review <br />letter. <br /> <br />Mayor Gamec noted there will be no common driveways. <br /> <br />Zoning Administrator Frolik stated this is correct, each lot will have an individual driveway. <br /> <br />In response to Councilmember Haas Steffen, Zoning Administrator Frolik reviewed the number and <br />variety of trees proposed in the landscape plan. <br /> <br />Dean Kapler, Ramsey Fire Chief, referred to the indication of 201 off-street parking spaces and stated <br />he assumes no on-street parking will be allowed. <br /> <br />City Engineer Jankowski advised parking will be allowed on only one side of the through street. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to approve the site <br />plan for Sunfish Pond contingent upon compliance with City Staff'review letter dated February 27, <br />1997. <br /> <br />Motion carried.
