Mr. Hendriksen stated that the submittal from the counsel of Good Value Homes states that <br />claim that as a result of the City's negotiations, there is an agreement if Mr. Barthold would stop <br />raising hogs, he would be in the MUSA line. <br /> <br />Mayor Gamec stated he would not debate about pigs - the MUSA line is the debate. <br /> <br />Attorney Goodrich stated he negotiated an agreement with Jake Barthold about four years ago. <br />We established moving pigs from that site. He (Barthold) did ask to have that included in the <br />urban density zoning. He (Goodrich) advised Mr. Barthold that was not legal to do it that way. <br />Mr. Barthold knew he was not getting a specific agreement. That's an allegation. There has <br />been no official action by this City and this City Council and its predecessors to exchange pigs <br />for zoning and MUSA inclusion. <br /> <br />Mayor Gamec pointed out that Council sits up front and takes some real "shots", which is <br />expected, as that's part of the job. However, we expect to answer issues for the City. He <br />understands the frustration of the people, but we have a legal obligation also. He felt that City <br />Council will not make a decision without having something to back up that decision. <br /> <br />Mr. Barthold stated that the agreement maybe wasn't Mr. Goodrich's understanding, but it was <br />his (Barthold) understanding. <br /> <br />Rick Christian, 7330 - 155th Avenue NW, Ramsey, stated that he lives in a different part of the <br />City but he is against high density developments. He suggested Mr. Peterson saying they have to <br />recover their money somehow is like blackmail. Mr. Peterson's attorney should have looked into <br />all this before proceeding with anything. <br /> <br />Mr. Peterson showed a document exhibiting five examples of where this City and the Planning <br />Commission have approved urban development immediately adjacent to one-acre lots. In each <br />of these cases, Council has had no problem voting and accepting urban lots backing up to rural <br />lots. That's something you have been doing. One of the things you will note on the west end of <br />this property line is that we have expanded these lots way more than anything you have <br />approved. Not voting in favor of this would be viewed as arbitrary. <br /> <br />Charles Johnson, 6010 - 159th Lane NW, Ramsey, stated that he lives on the comer and he feels <br />"dumped on". He stated that the citizens of Ramsey do not feel this high density is healthy for <br />the City. We do not want to be a Richfield. We want to be more like an Orono. We want more <br />green space. We want the quality of life and these type of developments do not supply that <br />quality of life. This will lower the quality of life in Ramsey. He believed the moratorium was <br />not just on the comprehensive plan. It's to look at density, etc., the whole picture. He hoped <br />Council would look at what's best and pay attention to what the residents want - what they vision <br />for the City. He reiterated that we have a transportation problem and over-populated schools. <br />It's time for our government to say "Let's take responsibility for this and the impact of this <br />development". <br /> <br />Wayne Olson, 5830 - 151st Lane NW, Ramsey, stated he has listened to these residents and it's <br />like deja vu.
