this type of thing. She felt Apple Ridge should be included in the moratorium - this is a significant impact. She mentioned the traffic impact and the crowding of the schools. A subdivision such as this could propose school boundary changes, more portable buildings, etc. She begged Council to review all requests of the citizens and to consider how the citizens feel. She added that she voted for the school referendum and her taxes were raised and she does not have a problem with that. However, people will not keep voting in favor of referendums and bonds just so development can take place. This needs to be dealt with ahead of time. We need green space. Ms. Landwehr commented on people moving to Ramsey for the rural experience. They enjoy the environment here. She added that she is not against all development and asked the Council and staff to look at the citizens and remember who they are working for. There have been a lot of citizens addressing Council on Apple Ridge and Alpine Estates. What we do to our children's environment is irreversible. Jake Barthold, 1206 Bunker Lake Boulevard, noted the discrepancy with the approximately 10 acre parcel in the MUSA. That seven acres was a separate parcel of record. He addressed Council by saying, if you do not believe your staff, who will you believe. You directed staff to research this issue and they did that. He did not feel that Apple Ridge should be included in the moratorium. Jim Struwve, 15328 Hematite Street NW, Ramsey, stated he would like to see Alpine Estates included in the moratorium also until all issues are resolved. Terry Hendriksen, stated that if it's determined that the MUSA line as it is contained in the 3/11/94 plan submitted by the City to the Met Council - if that's the MUSA, than Good Value will have benefited from 160 homes they were allowed to build at #116 and Ramsey Boulevard. He felt it would be difficult for them to collect damages for Apple Ridge since they have not been granted preliminary plat approval. He continued that there has been a claim from Good Value Homes that the City told them they would grant inclusion in the MUSA to Mr. Barthold in exchange for him to cease his hog farm activities. The City denied that and he wondered who on staff told this to Mr. Barthold. Mayor Gamec stated he would like to stick to the MUSA line issue. He did not want to get off on so many other issues. Mr. Hendriksen stated that someone is making claim that they should be included in the MUSA because they were told they would exchange that for the ceasing of hog farm activities. You are claiming that no one made that agreement. Then it appears that someone is making agreements in the back room. Mayor Gamec stated that what needs to get taken care of first is whether or not this entire property is in the MUSA line. He felt that the citizen's concerns have been heard. He added that he does not want to go back to the pig farm, but he does not want to get into a who said what kind of thing either. There should be no personality issues brought in here.
