He suggested Council direct <br />staff to proceed with Phase I, II and IV, or portions of, and excluding Phase II and V for now. <br />He added that there is some disparity about whether or not the building should be left where it's <br />at. As an aside, the City Council has never, with any certainty, identified what the end use of the <br />building is projected to be. We have talked to people who are interested in using the building in <br />one way or another. That issue is not in this case, however, it does need to be addressed. He <br />feels that the building should not be allowed to denigrate any further. <br /> <br />Councilmember Haas Steffen agreed that the building should not be torn down. <br /> <br />Councilmember Beyer stated that it had been brought up about moving this building off that site <br />and placing it in one of the City parks and used for meetings, etc., and allowing various <br />gardening groups to come in and do some landscaping for it. <br /> <br />Councilmember Haas Steffen believed that if the building was moved, it would lose its historical <br />value and Ramsey has almost nothing that has historical value. <br /> <br />Councilmember Beyer respected that argument but felt that for it to be utilized, Highway #47 is <br />not a good place to be. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to proceed with <br />the proposed renovation of the Old Town Hall in an amount not to exceed $96,000 doing Phases <br />I, II and IV. <br /> <br />Further discussion: Mr. Schroeder stated that an issue you may want to look at is losing some of <br />the historical grant money if the building loses historical value. He added that staff will request <br />bids for these phases. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer and Beahen. <br />Voting No: Councilmember Zimmerman. <br /> <br />Case #5: <br /> <br />Award Contract for Improvement Project #96-23 McKinley Street to <br />Commercial Asphalt Property <br /> <br />City Engineer Jankowski explained that Improvement Project #96-23 involves the construction <br />of approximately 1,400 feet of roadway which will extend McKinley Street to the eastern <br />property line of Commercial Asphalt, and also include the construction of approximately 200 feet <br />of Azurite Street north of McKinley. The work will also involve minor amounts of sewer and <br />water to provide service to the properties the roadway will service. This project was bid back on <br />September 6, 1996, but was not awarded because of property owner issues, which have not been <br />resolved. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to adopt <br />Resolution #97-04-070 awarding contract Improvement project #96-23 McKinley Street to <br />Commercial Asphalt property to W.B.
