Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen and Haas Steffen. Voting No: Councilmembers Beyer and Zimmerman. Case #7: Introduce Proposed Towers Motion by Councilmember Beahen and seconded by Councilmember Haas Steffen to introduce the ordinance to establish regulations for the purpose of constructing and siting towers. Motion carried, Voting Yes: Mayor Gamec, Councilmembers Beahen, Haas Steffen, Beyer and Zimmerman. Voting No: None. Case #8: Comprehensive Planning City Administrator Schroeder informed Council that he had met with the firm of Dahlgren, Shardlow and Uban to develop a format and a proposal for Council to consider with regard to their desire to provide for an update or complete modification of the City's Comprehensive Plan. He reminded Council of the MNRRA grant they authorized in the amount of $20,000 and the $20,000 expenditure of CDBG dollars for this purpose. The City has also budgeted $25,000 for storm water planning in 1997, but do not expect to be ready for that project in that the WMO has not yet completed their project. The Council could still access $14,520 in unallocated CDBG funds from the 1997 allocation if need be. Mr. Schroeder expected that the Comprehensive Plan process will not exceed $35,000 and the consulting time for the MNRRA will not exceed $15,000. He presented a proposal that listed the points that would be addressed to complete the Plan and the budget required to carry out that process. He explained that if this proposal looks fine to Council, it would be revamped to solicit to at least three firms for bids. Motion by Councilmember Zimmerman and seconded by Councilmember Haas Steffen to solicit this proposal for bids and that the cost should not exceed $50,000. Motion carried. Voting Yes: Mayor Gamec, Couneilmembers Zimmerman, Haas Steffen, Beahen and Beyer. Voting No: None. Mayor Gamec recessed the meeting at 9:32 p.m. Mayor Gamec reconvened the meeting at 9:42 p.m. Case #9: Joint Powers Agreement Establishing the Northstar Corridor Development Authority City Administrator Schroeder explained that Anoka County has spearheaded this joint powers organization to provide an entity to analyze the feasibility and environmental impacts of integrated transportation improvements along the Highway #10 corridor. The membership in the organization includes the Counties and their rail authorities of Anoka, Hennepin, Stearns, Sherburne, and Benton. All cities and townships within those counties are included. He explained that Attorney Goodrich reviewed the first draft and made some suggested changes. City Council/April 22, 1997 Page 12 of 18
