Voting <br />No: Councilmembers Beyer and Zimmerman. <br /> <br />Case #7: Introduce Proposed Towers <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Haas Steffen to introduce <br />the ordinance to establish regulations for the purpose of constructing and siting towers. <br /> <br />Motion carried, Voting Yes: Mayor Gamec, Councilmembers Beahen, Haas Steffen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #8: Comprehensive Planning <br /> <br />City Administrator Schroeder informed Council that he had met with the firm of Dahlgren, <br />Shardlow and Uban to develop a format and a proposal for Council to consider with regard to <br />their desire to provide for an update or complete modification of the City's Comprehensive Plan. <br />He reminded Council of the MNRRA grant they authorized in the amount of $20,000 and the <br />$20,000 expenditure of CDBG dollars for this purpose. The City has also budgeted $25,000 for <br />storm water planning in 1997, but do not expect to be ready for that project in that the WMO has <br />not yet completed their project. The Council could still access $14,520 in unallocated CDBG <br />funds from the 1997 allocation if need be. Mr. Schroeder expected that the Comprehensive Plan <br />process will not exceed $35,000 and the consulting time for the MNRRA will not exceed <br />$15,000. He presented a proposal that listed the points that would be addressed to complete the <br />Plan and the budget required to carry out that process. He explained that if this proposal looks <br />fine to Council, it would be revamped to solicit to at least three firms for bids. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Haas Steffen to solicit <br />this proposal for bids and that the cost should not exceed $50,000. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Couneilmembers Zimmerman, Haas Steffen, <br />Beahen and Beyer. Voting No: None. <br /> <br />Mayor Gamec recessed the meeting at 9:32 p.m. <br /> <br />Mayor Gamec reconvened the meeting at 9:42 p.m. <br /> <br />Case #9: <br /> <br />Joint Powers Agreement Establishing the Northstar Corridor Development <br />Authority <br /> <br />City Administrator Schroeder explained that Anoka County has spearheaded this joint powers <br />organization to provide an entity to analyze the feasibility and environmental impacts of <br />integrated transportation improvements along the Highway #10 corridor. The membership in the <br />organization includes the Counties and their rail authorities of Anoka, Hennepin, Stearns, <br />Sherburne, and Benton. All cities and townships within those counties are included.
