Then, years ago, it was discussed and decided that it should be changed to <br />commercial. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to adopt <br />Resolution #97-04-080 adopting Findings of Fact #0422 relating to a request from Good Value <br />Homes to rezone certain property from B-1 and B-2 Business to R-1 Urban Residential. <br /> <br />Further discussion: Councilmember Beyer felt that findings #12 and 13 were not correct as she <br />felt that the zoning amendment would impair the use or the market value of any surrounding <br />property and that the zoning amendment will change the essential character of the area. Mayor <br />Gamec felt this would not impair the marketability of the surrounding property. <br /> <br />Amendment by Councilmember Zimmerman and seconded by Councilmember Beyer to amend <br />#13 to read "will change" <br /> <br />Further discussion: Councilmember Beahen stated that if Council leaves it commercial, it would <br />be more of a change to the character of the area. <br /> <br />Amendment failed: Voting Yes: Councilmembers Zimmerman and Beyer. Voting No: Mayor <br />Gamec, Councilmembers Beahen and Haas Steffen. <br /> <br />Amendment by Mayor Gamec and seconded by Councilmember Beahen to delete Findings #13. <br /> <br />Amendment carried. Voting Yes: Mayor Gamec, Councilmembers Beahen and Haas Steffen. <br />Voting No: Councilmembers Beyer and Zimmerman. <br /> <br />Further discussion: Attorney Goodrich stated that the City's Comprehensive Plan designates this <br />property for commercial development and not residential development and to rezone this to <br />residential would require a minor Comprehensive Plan amendment. He expressed concern that <br />this will not pass and we have to have a findings of fact which compliments the action taken. <br /> <br />Amendment by Councilmember Zimmerman and seconded by Councilmember Beyer to add a <br />finding to read: The City's Comprehensive Plan designates this property for commercial <br />development and not residential development and to rezone it to residential would require a <br />minor Comprehensive Plan amendment. <br /> <br />Amendment carried.
