Case #6: <br /> <br />Request to Rezone Certain Property from B-1 and B-2 Business to R-1 <br />Urban Residential; Case of Good Value Homes <br /> <br />Zoning Administrator Frolik stated that John Peterson of Good Value Homes is requesting a <br />rezoning of property located north of 153rd Avenue and west of T.H. #47 to facilitate the <br />development of single family homes on the property. The property is approximately 20 acres in <br />size and is in the Metropolitan Urban Service Area (MUSA). The proposal is to develop the <br />entire parcel with single family homes. The adjacent parcels to the north and west are zoned <br />residential; the parcel to the east is zoned commercial; and the property on the south of 153rd is <br />zoned commercial and residential. The Comprehensive Plan targets this property for commercial <br />development. However, there has been discussion of reducing the amount of commercial <br />property on the north side of 153rd. The amount of developable commercial acreage, including <br />this property, is 80 acres. At 19,000 square feet of building space per year, the inventory of <br />commercial property at just the subject intersection would take 64 years to build out. The <br />amount of developable commercial property at the subject intersection, exclusive of that property <br />proposed to be rezoned to residential, is 66 acres. At 19,000 square feet of commercial space per <br />year, we would not reach build-out for 53 years. Ms. Frolik reported that three immediate <br />vicinity residents and two City residents expressed opposition to the request for rezoning at the <br />public hearing conducted by the Planning Commission. The Commission did recommend that <br />City Council rezone the property to residential. <br /> <br />Councilmember Beyer asked about the moratorium with regard to this property. <br /> <br />City Administrator Schroeder replied that under the moratorium, the property could be rezoned <br />but not developed. <br /> <br />Gerry Current, 5725 - 153rd Avenue NW, Ramsey, stated he is right next to the property and he <br />would like the City Council to table this rezoning until questions of the moratorium can be <br />answered. He stated he purchased his property with the understanding that the adjacent property <br />was zoned for light business. He opposed the development of 12 to 15 homes butted up to his <br />five-acre piece of property. He felt that a shopping mall would be better than 15 homes. Mr. <br />Current expressed concern relating to landlocking certain property. <br /> <br />John Peterson, Good Value Homes, stated that it's not common for him to be asking for <br />rezonings but if he were asking to be rezoned from residential to business, he felt he would not <br />have a chance. It's more compatible to have single family homes next to single family homes <br />than to put business next to residential. He suggested that the subject piece of property, with a <br />business zoning, is virtually useless. <br /> <br />JeffAbrahamson, 5735 - 153rd Avenue NW, Ramsey, felt there is enough residential areas in the <br />City. He added that the business zoning is acceptable to the neighbors, the residential is not. <br /> <br />Bob Maxton stated that he and his wife Mary own the property and they have had it for 22 years. <br />The original intent was to buy and move out here. He stated he is now reaching retirement age <br />and would like to be able to develop this land, which they have paid taxes and assessments on for <br />years, into a nice, residential area and Good Value offers a vehicle to do that and one that <br /> <br />City Council/April 22, 1997 <br /> Page 10 of 18 <br /> <br /> <br />
