Haakon James, Alpaca, stated he always supposed Llama Street was a public street. He added <br />that an entrance is needed somewhere and they tried to get one next to the existing one, however, <br />the highway department did not allow that. <br /> <br />Mr. Jankowski added that he talked with MnDOT about an entrance and they will not consider a <br />second road so close to the access. That leaves the option of moving the median and <br />constructing a road entirely on Alpaca and then we need to condemn to close the dirt road. <br /> <br />Mayor Gamec felt this is between developers and that the City should not put any money into <br />this process without it being recouped. <br /> <br />Councilmember Haas Steffen inquired if Mr. James has a business that will not have an access if <br />Council does not take this action. <br /> <br />Peter Hilger, architecture and builder for Shorewood RV, suggested this is a very critical <br />problem and Shorewood RV is stuck in the middle of it. They understood that Llama was a <br />public street and now they are 45 days away from finishing their new facility and are depending <br />on this street. Funds have been escrowed with the City for improving this road. He added they <br />would be willing to negotiate, but that Llama Street is shown as a public street in the <br />comprehensive plan. He asked that a representative of the City be present at the negotiations <br />discussion also. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to table action <br />on this case, allowing the parties to come to some kind of an agreement. If an agreement cannot <br />be reached, this issue will be brought before the Council at their May 27, 1997 meeting. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #11: McKinley Street Northwest Extension <br /> <br />City Administrator Schroeder stated that the City has been negotiating with the property owners <br />(Makens) for fee title to the property for the future extension of McKinley Street NW to the <br />public works facility. The City has been unable to come to a mutually satisfactory price for the <br />purchase of the property and the Makens have requested that the City begin the condemnation <br />proceedings to allow for the transfer of the property in a timely manner. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to adopt <br />Resolution #97-04-082 authorizing the City to begin condemnation proceedings on the Makens <br />property. <br /> <br />Motion carried.
