3) Development Fees <br /> <br />Action tabled. <br /> <br />4) Priority Street Lighting Program <br /> <br />Finance Officer Hart explained the cost of the installation of Priority C street lights and the <br />billing process and amount. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to order the <br />installation of Priority C street lights and establish the billing rate of $1.10 per quarter to all <br />affected residential properties, with billing commencing the first full quarter after completion of <br />the installations. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Zimmerman, Beahen and <br />Haas Steffen. Voting No: None. <br /> <br />5) Storm Drainage Connection Charge <br /> <br />Action tabled. <br /> <br />6) Authorization to Advertise for Trail Paving Bids <br /> <br />Finance Officer Hart explained that the 1997 Capital Improvement Program included funding for <br />critical trail links. The Finance Committee agreed that all are necessary with the exception of the <br />Ramsey Business Park Trail. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to authorize <br />staff to advertise for trail paving bids for 1997, for the following trails: County Road #5 Trail - <br />Elementary School to Sunwood Drive; Trunk Highway #47 - River's Bend #4 to Amber Ridge; <br />153rd ~ Municipal Campus to County Road #5; Lake Itasca Trail from Park terminus to 153rd; <br />and AEC Park Trail. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Committee Structure <br /> <br />Councilmember Haas Steffen suggested that the Council Committee structure should be <br />revisited.
