4) Receive Correspondence on Sunwood Drive Speed Limits <br /> <br />City Engineer Jankowski pointed out that communication has been received with regard to the <br />speed limits on the two newly constructed segments of Sunwood Drive. The recommended <br />speed limits will be 40 miles per hour on the western segment through the AEC Energy Park, and <br />35 miles per hour through the eastern segment between C.S.A.H. #5 and C.R. #57. <br /> <br />No action is required. <br /> <br />Case #8: Report from Personnel Committee <br /> <br />1) Receive and Consider Draft Code of Conduct for City Employees <br /> <br />Administrative Services Manager Waite Smith reported that the Personnel Committee received a <br />draft of the Code of Conduct for City Employees and directed that a copy be distributed to the <br />employees for their comment. The Personnel Committee will be receiving those comments and <br />will discuss adoption of the Code of Conduct at their June meeting. <br /> <br />No action required. <br /> <br />2) Authorize Posting of Police Sergeant Positions <br /> <br />Administrative Services Manager Waite Smith explained that the Police Department has two <br />sergeant positions open. One is the vacancy created when Sergeant Gustafson was appointed <br />Police Chief, and the other was a promotional opportunity authorized in the 1997 budget. The <br />reason for the second sergeant position is because of the growth of the Department. The <br />Personnel Committee recommended that Council authorize the internal posting for the two <br />sergeant positions. She added that Chief Gustafson would appoint which Sergeant would be <br />acting chief in his absence. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to authorize staff to <br />post the two Sergeant position vacancies internally for two weeks, from May 14 to May 28, with <br />a start date for the position on or after July 1, 1997, at an annual salary of $51,000. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen and Zimmerman. <br />Voting No: None. Absent: Councilmember Haas Steffen. <br /> <br />3) Receive Recommendation for Appointments to Charter Commission <br /> <br />Administrative Services Manager Waite Smith reported on the Charter Commissioners up for re- <br />appointment. Bernard Steffen is not eligible for re-appointment because he has served two <br />terms. The other four commissioners, Dennis Donovan, Keith Kiefer, Richard Netzloff and <br />Virginia Spain-Brist, are all eligible to serve another term and have indicated a willingness to do <br />so. In February, five applicants were interviewed for the Commission seat to which Ken <br />Peterson was appointed.
