Vogt to the <br />vacancy created by the retirement of Bernie Steffen. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to recommend to <br />Judge Meyer re-appointment of Dennis Donovan, Keith Kiefer, Richard Netzloff and Virginia <br />Spain-Brist to Charter Commission terms to expire May 12, 2001, and appointment of Timothy <br />M. Vogt to the Charter Commission. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen and Beyer. Voting No: <br />Councilmember Zimmerman. Absent: Councilmember Haas Steffen. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Beyer to send a letter of thanks or a <br />certificate to Commissioners, such as Bernie Steffen, expressing appreciation for their years of <br />service to the City, and that staff should backtrack to the beginning of this year. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen and Zimmerman. <br />Voting No: None. Absent: CouncilmemberHaas Steffen. <br /> <br />4) Receive and Review Draft Policy on Training and Tuition Reimbursement <br /> <br />Administrative Services Manager Waite Smith presented a draft policy on training and tuition <br />reimbursement and explained that it is not significantly different from the existing policy, but it <br />is written more clearly. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to approve this <br />policy with the addition of requiring the Administrative Services Manager's signature along with <br />the Department Head and City Administrator for approval of classes for reimbursement. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, and Zimmerman. <br />Voting No: None. Absent: Councilmember Haas Steffen. <br /> <br />5) Consider Proposed Revisions to Policy on Commission Appointments <br /> <br />Administrative Services Manager Waite Smith reported that in August, 1996, the City Council <br />adopted a policy for appointing commission members. The policy was actually implemented in <br />January, 1997, when there was a number of vacancies to fill. As a result of that experience with <br />the new policy, the Council directed staff to recommend revisions in the policy section pertaining <br />to service on more than one City commission at the same time and to recommend how to <br />implement term limits for commission members. By law, a Charter Commission member cannot <br />be kept from serving on another City Commission and the Charter Commission members cannot <br />receive a stipend. With regard to term limits, Ms. Waite Smith surveyed other cities and also our <br />commission members. Most who responded felt there are advantages to turnover of <br />commissioners. Staff recommends two, four-year terms plus partial terms. One of the things <br />that has to be worked on, with the commissioners, is how to phase this in as there should be a <br />balance of "old and new".
