Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to table <br />adoption of this ordinance and to have further discussion of it on the Finance Committee meeting <br />scheduled for May 27, 1997. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Zimmerman, and Beyer. <br />Voting No: None. Absent: CouncilmemberHaas Steffen. <br /> <br />Case/13: <br /> <br />Review and Authorize Entering into Agreement with the Minnesota <br />Department of Public Safety, Division of Emergency Management for the <br />Provision of funding for Flood Damage and Clean-Up <br /> <br />Finance Officer Hart stated that, due to the flooding that took place in Ramsey's boundaries, the <br />City is included in what was identified as part of the disaster area, and is now eligible to receive <br />funding through the Federal Emergency Management Association (FEMA). The paperwork has <br />been received and if Council authorizes the agreement, staff will submit a report covering the <br />costs incurred, which include sand bags, sand, staff time (Police and Public Works), equipment <br />costs (including repairs to a squad damaged by flood waters) and any other costs that fit into the <br />categories for reimbursement. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to adopt <br />Resolution #97-05-127 authorizing execution of sub-grant agreement with Minnesota <br />Department of Safety for reimbursement of costs associated with 1997 spring flooding. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Zirnmerman and Beahen. <br />Voting No: None. Absent: CouncilmemberHaas Steffen. <br /> <br />Case #4: Implementation of Chapter 8 of the Charter <br /> <br />This case was tabled for discussion of a full Council. <br /> <br />Case #5: Introduction of Rum River "No Wake" Ordinance <br /> <br />Mayor Gamec commented on the discussion of a no wake ordinance at the joint <br />AnokaJAndover/Ramsey meeting. Andover will be having a public hearing on this at the end of <br />this month. <br /> <br />City Administrator Schroeder stated that the draft ordinance presented to Council is almost an <br />exact duplicate of the Anoka ordinance presently in place. The only substantial difference is that <br />this ordinance directs that Anoka County is the enforcement authority along with the Minnesota <br />DNR. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to introduce the <br />ordinance establishing a no wake zone on the Rum River in the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Beyer and Beahen. <br />Voting No: None.
