Metropolitan Council's file on the City's 1995 Comprehensive Plan Amendment, Robert Davis <br />(Metropolitan Council Senior Planner), meeting with Terry Hendriksen (interested Ramsey <br />resident) meeting with Ryan Schroeder and Jim Gromberg (Ramsey staff members), Ramsey <br />1995 Comprehensive Plan Amendment files, Michael Nixt's (interested Ramsey resident) <br />compilation of selected data related to the Comprehensive Plan adoption and establishment of the <br />MUSA boundary, presented to the City Council on April 8, 1997, and Kennedy & Graven's <br />April 3, 1997 legal opinion concerning the adoption of the City's 1995 Comprehensive Plan. <br />Mr. Goodrich's conclusion is that the Jake Barthold property is in the MUSA with the exception <br />of a small 10.5 acre parcel (one-half of which is included in the proposed Apple Ridge <br />subdivision). <br /> <br />Jake Barthold questioned why that small portion of his property wouldn't be in when the map on <br />the wall in the Council Chambers shows that it is in the MUSA. <br /> <br />Mr. Goodrich responded that the Metropolitan Council is saying that it was not submitted <br />properly for that small parcel to be included in the MUSA with the rest of the property. <br /> <br />Michael Nixt, resident, felt that Council is allowing staff to do Council's job by drawing the lines <br />on the map for the MUSA. He felt that the map was done sloppily and he appreciated the <br />process that has been started to make the 1998 plan amendment better. He disagreed with Mr. <br />Goodrich's conclusion that "Exhibit B" is the final MUSA map. <br /> <br />Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey, recited numbers pertaining to acres <br />that appear in the verbiage of the Comprehensive Plan which he felt should prove that the map <br />shows a larger area of MUSA than what there is. He felt the lines on the map were due to a <br />"slight of hand". <br /> <br />Mr. Goodrich stated that the numbers in the verbiage refer to developable acres and the word <br />developable is the key. The process used is to take gross acreage, less parks, lakes, etc. <br /> <br />Mr. Hendriksen stated that he lives in a house and according to the Comprehensive Plan, a <br />freeway goes through his house. A staff member drew that there and now we are reviewing a <br />process where back-room negotiations have taken place. These things affect people's lives and <br />things like a map showing a freeway through your house is distressing. He felt that by <br />"juggling" lines around on a map, you are affecting people's fights. <br /> <br />Mr. Goodrich responded that public hearings on the comp plan have been held. <br /> <br />Mayor Gamec commented that the Council and residents have been working a lot on this issue <br />and they have learned ways to work better. Councilmember Zimmerman has suggested having a <br />map on file with the County Recorder's office. Mayor Gamec could understand Mr. Barthold's <br />questions and he complimented the residents for their concern and all their time they put into this <br />issue, but added that the Council has to make a decision based on what they feel is the best. <br /> <br />Wayne Johnson, 1135 West Highway #10, complimented Mr. Goodrich on his research.
