Case #6: Request for Site Plan Approval of Point Investment; Case of Julian Johnson <br /> <br />Zoning Administrator Frolik stated that Julian Johnson has requested site plan review and <br />approval to construct a 48,000 square foot multi-tenant office, manufacturing and warehouse <br />building in Business Park 95 Fourth Addition. The site is proposed to have two accesses onto <br />McKinley Street. The site is zoned Industrial which is appropriate for the intended use. The <br />grading and drainage plan has not yet been submitted but will be subject to City Engineer <br />approval. All other requirements have been met. The plan was reviewed by the Planning <br />Commission and by the Architectural Review Board. This is a tax increment financing project <br />under the instant equity program the City has been operating. The City expenses toward the <br />project are recovered within the time frame of the TIF district. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to approve the <br />proposed site plan and development permit for Point Investment contingent upon compliance <br />with the City Staff Review Letter dated April 30, 1997. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas Steffen and <br />Zimmerman. Voting No: None. <br /> <br />Case #7: Lions Picnic/Application for a One-Day 2.3 Beer License <br /> <br />City Administrator Sehroeder stated that the Ramsey Lions applied for a one-day, 3.2 beer <br />license for the annual Community Picnic. The Lions have supplied ali the necessary documents <br />and under City Code, it is a permissible activity to grant a non-intoxicating malt liquor license to <br />the Lions for this event. As in the past, the Lions Club is also requesting waiving of the $25 fee; <br />in the past this fee has been waived. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Haas Steffen to approve <br />application for the Ramsey Lions Club for a one-day, 3.2 beer license for the Community Picnic <br />scheduled for Saturday, June 7, 1997, at Central Park and to approve waiving the $25 fee. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Haas Steffen, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Case #8: Drainage Concern - 6508 - 171st Lane NW <br /> <br />City Engineer Jankowski summarized the drainage concerns of Mrs. Farber at 6508 - 171st Lane <br />NW. He explained that he, along with City Attorney Goodrich, met with Mrs. Farber and her <br />attorney on April 29, 1997. They offered to re-ditch 171st Lane and provide some culverting <br />provided that Mrs. Farber would sign off as it was staff's contention that this would not be a <br />permanent solution to the problem. Or, in lieu of the ditching, Staff offered $2,000 to Mrs. <br />Farber to assist in relocation of her system which is about what it would have cost to do the <br />ditching. Neither offer was accepted. Staff then offered to have an evaluation done of Mrs. <br />Farber's septic system at the City's expense. Such evaluation was done on May 5, and showed <br />that the system was in failure.
