Limited Environmental Site Assessment <br />• Sparkle Pool & Eugene Brown Properties <br />Ramsey, Minnesota <br />PROPERTY INFORMATION, OBSERVATIONS AND DATA REVIEW <br />Sparkle Fool <br />Sparkle Pool is located at 14105 Azurite Boulevard in Ramsey, Minnesota. The property has <br />been owned by Mr. John DeKok since 1990. According to Mr. DeKok's records he purchased <br />the property and building from a Mr. Kemp in 1990 and previous to that rented space from Mr. <br />Kemp from 1988 to 1990. Mr. Kemp built the existing building in 1984 and used it for <br />woodworking including construction wood cabinets. Previous to 1984 Mr. Dekok thought the <br />property was vacant and undeveloped however, we have no evidence to support that. <br />According to Mr. DeKok, Sparkle Pool is in the business of swimming pool water quality <br />maintenance. They house soda ash for softening water and Liquified Chlorine Gas for <br />disinfecting swimming pool water. The site contains a domestic well and a septic tank and <br />drainf eld. According to Mr. DeKok they consume the water from the well and the water is <br />potable. We conclude that it is unlikely that the previous and current activities on this property <br />could have created a recognized environmental condition. <br />We have attached to the back of this report a Phase I ESA Questionnaire containing Mr. <br />• DeKok's responses, <br />Eugene Brown <br />Eugene Brown's property is located at 14220 Basalt Street in Ramsey, Minnesota. The property <br />has been owned by Mr. Brown since 1977 and was previously undeveloped, however we have no <br />evidence to support-that. Mr. Brown's business consists of purchasing and selling various <br />combustion engine equipment and collectors items such as tractor buckets and he has performed <br />some engine maintenance on tractors, mowers, etc. The property is hooked up to electric and <br />natural gas utilities. No domestic well or septic system and drainfieid exist on the property. <br />The property contains one building and is of slab on grade construction and steel construction <br />above grade. The floor contains a long thin opening in the floor slab and several small diameter <br />pvc pipes which, according to Mr. Brown was installed for future hook up to sanitary sewer but, <br />never happened. The pvc pipe evidently takes a turn to the south and terminates below the <br />concrete apron on the south side of the building. The soils within the floor opening consisted of <br />sand and gravel and no staining was noticed. Mr. Brown contends that no engine oil, petroleum <br />products or hazardous materials have ever been dumped on the site from site activities. We <br />conclude it is unlikely that the previous and current site activities on this property could have <br />created a recognized environmental condition. <br />We have attached to the back of this report a Phase I ESA Questionnaire containing Mr. Brown's <br />responses. <br />• <br />-73- <br />
