Voting No: None. <br /> <br />Case #10: <br /> <br />Adopt Ordinance Establishing a Six Month Moratorium on the Subdivision <br />of Land Within a Part of the City and Rezoning <br /> <br />City Administrator Schroeder reported that the City Council had put together a committee to talk <br />to three different consulting firms with regard to doing a comprehensive plan update. They met <br />twice and are recommending the firm of Hoisington Koegler Group Inc. Mr. Schroeder thought <br />that the committee would also want to negotiate a more specific work plan to define it to more <br />exactly meet needs in the community and to see if there are some cost savings. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman to <br />authorize the Council representatives on this committee to work with staff on a plan with the <br />Hoisington Koegler Group Inc. and bring the outcome back to the City Council meeting. <br /> <br />Further discussion: Mayor Gamec suggested that a time table should be insisted upon. <br />Councilmember Haas Steffen suggested 12 to 18 months. She wondered how much of the <br />current transportation plan they could use. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Zimmerman, <br />Beahen and Beyer. Voting No: None. <br /> <br />City Attorney Goodrich stated that on May 27, 1997, the Council introduced an interim <br />ordinance placing a moratorium for six months on the subdivision and rezoning of all land within <br />the City, excepting only industrial/commercial property located within the MUSA. This <br />ordinance is now presented for adoption and if adopted this evening, it would become effective <br />July 13, 1997. He explained that the first 30~day interim moratorium ordinance regarding <br />subdividing was adopted on April 8, 1997, and expires on June 11, 1997. That ordinance <br />provided an option for an extension by Council. This can be done by resolution and would be <br />necessary to fill the gap between June 11 and July 13, 1997. He pointed out that the extension <br />resolution may exclude any property the Council determines appropriate. He understood that the <br />Apple Ridge subdivision is to be excluded so that it can be acted upon prior to July 13, 1997, <br />therefore, the extension resolution has been drafted accordingly. <br /> <br />Motion by Councihnember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution #97-06-149 extending the term of Ordinance No. 97-03, which ordinance placed a <br />moratorium on the subdividing of certain land within the City of Ramsey. (The proposed Apple <br />Ridge subdivision is excluded from this moratorium.) <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman.
