Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Ordinance #97-07 which is an interim ordinance establishing a moratorium on the rezoning and <br />subdividing of land for a term of six months within a part of the City of Ramsey, Anoka County, <br />Minnesota. <br /> <br />A roll call vote was performed by the Recording Secretary. <br /> <br />Councilmember Zimmerman aye <br />Councilmember Beahen aye <br />Councilmember Beyer aye <br />Councilmember Haas Steffen aye <br />Mayor Gamec aye <br /> <br />Motion carried. <br /> <br />Case #11: Consider Amending Proposed Towers Ordinance <br /> <br />Community Development Intern Skoog noted that staff had been directed by Council to provide <br />more information relating to a tower ordinance. He presented a spreadsheet which lists the <br />results of a survey of selected cities in the areas that were recommended by the Finance <br />Committee. He also presented a list of minimum site standards, a sample application form, a <br />model antenna site lease, two lists of rates charged by other cities for antennas on City property, <br />and a proposed resolution to amend the 1997 Schedule of Rates, Fees and Charges to include a <br />monthly or yearly antenna lease rate for City property. Mr. Skoog added that if Council decides <br />to amend the ordinance significantly, and these amendments require another public hearing, then <br />he recommended that Council also extend the towers moratorium, which currently expires on <br />July 5, 1997. He pointed out that the possible changes that were debated at the May 27 Finance <br />Committee were issues related to requiring a conditional use permit on private and/or City <br />owned land. Council could then avoid extending the moratorium by approving the ordinance in <br />its current form, which is the most restrictive form of those debated.
