Councilmember Haas Steffen reiterated that the owner of Apple Ridge is willing to give the City <br />seven acres in lieu of a $111,0000 park dedication payment or the City can get 83 acres for <br />$154,800. She added that she is not against negotiating for the two acres the Mayor wants but <br />hopes that the citizens are listening to both prices and go for value on this. <br /> <br />Mike Nixt, 6010 Radium Circle NW, Ramsey - stated he would like to go on record as saying <br />that the primary reason for all of this was not to stop the proposed Apple Ridge subdivision, but <br />to work on the increased traffic, the density and a park. He stated he just wants this to be done. <br />He felt that good progress has been made on this subdivision and he did not want to run the risk <br />of losing what good has come out of it. With regard to the modified density, one thing he <br />thought was the intent that is missing is a covenant that will run with that land that's adjoining <br />the existing neighborhood that makes that property unsubdividable. If that could be subdivided, <br />then everything that's been accomplished thus far will go down the tubes. <br /> <br />Councilmember Haas Steffen talked about taking the park dedication money and buying that <br />small piece of land from Mr. Barthold for a park. <br /> <br />John Peterson, Good Value Homes, stated that they had a purchase agreement for the entire area <br />- some of it is in the MUSA, some is not. If the City wants a piece of this property for parks, and <br />we are developing 57 acres, we owe you 5.7 acres of land, or $111,000. We'd be happy to give <br />you that 5.7 acres but the Park and Recreation Commission turned us down. He added that as of <br />right now, Mr. Barthold owns all that land but Good Value has a purchase agreement for it all. <br />He thought that maybe that small area may be of a lesser value because it's not in the MUSA. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen that a <br />restriction be added to the agreement to provide a covenant to the buffer lots so they cannot be <br />resubdivided. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen and <br />Zimmerman. Voting No: None. Absent: CouncilmemberBeyer. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to negotiate <br />for up to six acres of land for a neighborhood park. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen and <br />Zimmemaan. Voting No: None. Absent: CouncilmemberBeyer. <br /> <br />Case #5: Acquisition of Park Property/Oak Park District <br /> <br />City Administrator Schroeder stated that the City has been negotiating with the owner of an 83- <br />acre parcel north of the County ditch adjacent to T.H. #47 toward purchase of the designated <br />community park.
