Donald Nordvik stated he would like a building on the other one-half of the lot. He thought he <br />would possibly lease the building or put his own business in there. He pointed out that he has <br />met all the requirements. <br /> <br />City Attorney Goodrich felt that staff and Council should revisit this issue with regard to lot size <br />as we are varying a provision of a zoning ordinance. He felt that a public hearing should be held <br />to determine if Mr. Nordvik's request should be granted. <br /> <br />Ms. Frolik stated that would be appropriate for placement of a structure, this action is only <br />splitting the land. <br /> <br />City Administrator Schroeder stated that it seems most reasonable to table action on Mr. <br />Nordvik's request and come back after a review by the City Attorney. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to table Mr. <br />Nordvik's request. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman and Beahen. Voting <br />No: Councilmember Haas Steffen. Absent: Councilmember Beyer. <br /> <br />Case#3: Request for Extension to Required Improvements; Case of Doug and <br /> Julieann Hills <br /> <br />Zoning Administrator Frolik stated that staff is recommending Council table action on this case <br />until the comprehensive plan is reviewed and completed, however, the Hills are concerned about <br />the timeline. <br /> <br />Motion by Councilmember Haas Steffen and seconded by <br />authorize staff to postpone any further enforcement on the <br />improvements in the commercial districts until May 1, 1999. <br /> <br />Councilmember Zimmerman to <br />sunset clause on required site <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Zimmerman and <br />Beahen. Voting No: None. Absent: CouncilmemberBeyer. <br /> <br />Case #4: <br /> <br />Request for Preliminary Plat Approval of Apple Ridge; Case of Good Value <br />Homes <br /> <br />City Attorney Goodrich reported that the City received a letter from the Environmental Quality <br />Board (EQB) stating that they have received a petition stating that an Environmental Assessment <br />Worksheet (EAW) should be prepared on the Apple Ridge property. The EQB has determined <br />that the City of Ramsey should be the one to do this EAW. No final approvals may be given to <br />the project until it is determined whether or not an EAW is needed. This is not a mandatory <br />project but Council will be asking staff to give input on whether or not an EAW needs to be <br />done. When their input comes back, Council will make a decision. You could table action or go <br />with this contingent motion.
