the neighborhood parks. With regard to the park being proposed in the Apple Ridge area, the <br />residents would like a large amount of green space, somewhere that would be a nice community <br />place. She suggested the City should have park maps that indicate what is available in each of <br />the parks across the City. With regard to park maintenance, she suggested a group such as the <br />Trailblazers or something on that line wlfich is a group of teens that get involved in maintaining <br />the parks and they are paid a minimum wage. <br /> <br />Mayor Gamec stated he would like to see neighborhoods taking care of neighborhood parks. <br /> <br />John Peterson, Good Value Homes, stated that the City has the opportunity to get this six acres, <br />however, what he had in mind when he compromised the lots, was to find buyers who like to <br />have big gardens. <br /> <br />Mayor Gamec felt that the main emphasis for parks is the active-type fields. Tot lots are good <br />but the City has to cover soccer, baseball, etc. as RYAA continues to grow. There are no skating <br />rinks in the area and Central Park and River's Bend are used to the maximum. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to send this <br />issue to the Park and Recreation Commission along with Council and staff comments and ask <br />that a recommendation come back to Council. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman and Beahen. Voting <br />No: None. Absent: Councilmembers Beyer and Haas Steffen. <br /> <br />Case #4: Comprehensive Plan Update <br /> <br />City Administrator Schroeder reminded Council that they had selected the consulting firm of <br />Hoisington-Koegler (HKGI) to provide for the 1998 Comprehensive Plan and directed that the <br />Council Committee meeting with this firm to discuss a work plan. The first proposal from HKGI <br />was in the amount of $63,905 to $65,905, with the range resulting from the intensity of the focus <br />group process, the new proposal is in the amount of $65,795. Both proposals have or had the <br />opportunity to purchase additional services at an hourly rate. Staff forwarded all of the planning <br />documents available from our offices. As a result of this information, the consultant was able to <br />reduce those portions of the work plan by $4,170. As a result of the meeting, the consultant <br />added $15,060 in additional work and deleted another $9,000 to $11,000 in tasks. The original <br />proposal provided for a visioning process as well as a telephone survey. The survey was deleted <br />but is available as an alternate. The consultant added $5,840 in special interest and focus group <br />meetings and also an urban design element which was originally listed as an alternate in the <br />earlier proposal. This $6,720 addition is expected to allow for planning of design elements <br />which can connect neighborhoods and can address the issues of differing land uses in close <br />proximity. It is expected that we will spend about $38,000 to $40,000 out of the 1997 budget <br />and the balance out of the 1998 budget. <br /> <br />Councilmember Zimmerman expressed disappointment over the telephone survey being <br />eliminated and suggested that the absent Councilmembers may wish to have input. <br /> <br />City Council/July 8, 1997 <br /> Page 10 of 15 <br /> <br /> <br />
