Councilmember Zimmerman suggested setting up neighborhood meetings to discuss this traffic
issue.

Mayor Gamec stated that Council is aware of the problems and feels that holding more meetings
will not solve it. He suggested the citizens direct some energy toward contacting County
Commissioner Berg to let him know how important the extension of#116 is.

INTRODUCTION OF POLICE OFFICERS

Police Chief Gustafson introduced Patrol Officer Greg Sullivan, the newest member of the Police
Department, and Officers Kuhn and Way who have both just been promoted to Police Sergeant.

CITIZEN INPUT (continued)

Teri Svare, 6015 ~ 158th Lane NW, Ramsey - stated she lives on a cul-de-sac and she has no
traffic problem, however, that will now become a through street and she wondered what will
happen. She paid money to have it be a cul-de-sac and she wondered if she would be
reimbursed.

Mayor Gamec thought this should have been a temporary cul-de-sac and he did not think Ms.
Svare would be refunded.

Ms. Svare stated that another concern of hers is the lead link fence that has been talked about to
go across the road between Hall's Dover and the proposed Apple Ridge. Some of the people
think it's a regular street with the fence and some of the people think it's more of a path.

Mayor Gamec responded that it's an actual street with the lead links so that emergency vehicles
can get through when necessary.

Ms. Svare stated that the idea is that it would not be open as a road and that this be written in the
contract between the development and the City.

Mayor Gamec cautioned that other Council's could change this.

Ms. Svare realized that, but asked for a clear definition of the lead link in the agreement. If it is
not open as a through street, there should not be a traffic problem.

Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey - suggested that two lots in the
proposed Apple Ridge development appear to be partially outside of the MUSA and, therefore,
would be deficient. There is a lot that faces the road that the neighbors in Hall's Dover would
like to see as an emergency only and if that lot faces the road, it would be hard to make that
restriction. The developers in North Fork wanted a very excessive length cul-de-sac and the
engineering staff said they could have the trail corridor for an emergency access even though it's
not maintained as a road. He added that when the City wanted to do the cul-de-sac, they found
that alternative acceptable.

City Council/July 8, 1997
