Patty Hoffman, 149th Avenue NW, Ramsey - stated she is present on behalf of her neighborhood
and that she is submitting a petition to City Council to consider a cul-de-sac on their street as
they feel there is a definite traffic issue on that street. Ms. Hoffman realized the petition does not
hold any legal ramifications but the petitioners want Council to consider their request. She also
realized there would be a cost to building a cul-de-sac and she said that they did not expect the
City to bear the entire cost. She inquired if the Council is opposed to that street being a cul-de-
sac.

Mayor Gamec stated he is opposed to it as he feels this will not solve the problem o it will push
the traffic problem over to another street. The extension of C.R. #116 will help solve the
problem instead. He added that this is not a unique situation, there are other "trouble" spots of
this nature in the City.

Ms. Hoffman stated she understood that #116 would not be extended until 1999.

City Administrator Schroeder explained that #116 is a County Road and it was on their list for
1998, but the County moved it back. The City Council has talked about loaning money to the
County to expedite this project.

Ms. Hoffman agreed that extending #116 from Ramsey Boulevard to Armstrong Boulevard
would alleviate a lot of the traffic from her streets. In the hopes that something could be
remedied in the next year, the neighborhood would be somewhat content with that.

Mayor Gamec reported that the extension of#116 is a priority of the City Council.

Ms. Hoffman requested an additional speed limit sign be placed on 149th as there is only one at
the beginning of the street, heading west. She felt a "Children at Play" sign would help as there
are no sidewalks or parks and children do have to ride their bikes in the street.

Mayor Gamec stated that they are considering another stop sign in the area.

Ms. Hoffman commented on the most recent appearance of the added patrolling of her street and
hoped it would continue. She then presented the Council with the petition and asked them to
vote on it and to allow the citizens to continue to address the Council until they are satisfied their
traffic problem has been resolved.

Mayor Gamec asked for assistance from the citizens in getting #116 extended.

Diane Scheffel, 7460 - 149th Lane NW, Ramsey - stated she is on the other side of this
discussion. She is speaking on behalf of herself and some of her neighbors as being against
having 149th Avenue changed to a cul-de-sac. She added they do not mind sharing the traffic
between 149th Avenue and 149th Lane, however, they did not want to take the brunt of it and
have the traffic flow changed completely. Ms. Scheffel felt that the patrol cars could be more
visible as that deters people from doing things "against the law".

City Council/July 8, 1997
