Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution #97-07-179 approving the issuance of a conditional use permit based on Findings of <br />Fact #0433 and declaring terms of permit to grade and export soils. This permit is granted <br />contingent upon a resolution to the items addressed in the DNR letter, dated July 22, 1997 (a <br />condition will be developed to address a staging plan, a better erosion plan will be developed and <br />we will revisit the wetland and work to better protect that). <br /> <br />Further discussion: Mr. Kurak indicated that was all agreeable to him. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerrnan. Voting No: None. <br /> <br />Case #6: EAW Petition - Apple Ridge <br /> <br />City Administrator Schroeder stated that this case came about because a petition was presented to <br />the Environmental Quality Board (EQB) by interested parties requesting that an Environmental <br />Assessment Worksheet (EAW) be done on the proposed Apple Ridge subdivision. He noted a <br />letter from Hakanson Anderson Associates, Inc. which states they feel there are no significant <br />environmental effects attributable to the subdivision, therefore, Council is requested to approve <br />the findings of fact presented in the agenda. <br /> <br />Charles Johnson, 6010 - 159th Lane NW, Ramsey, reported that one impact would be to the <br />Hog-nose snake which has been found in the area. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Haas Steffen to adopt <br />Findings of Fact #0434 regarding the determination on need for preparation of an Environmental <br />Assessment Worksheet for the Apple Ridge development. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Haas Steffen, Beyer and <br />Zimmennan. Voting No: None. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Haas Steffen to adopt the <br />conclusion, which reads as follows: On the basis of the foregoing findings and presentation of <br />the petitioners' and supporting evidence, the City Council of the City of Ramsey concludes that <br />the project is not likely to have significant environmental impacts and accordingly has <br />determined that an EAW shall not be required for the project. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Haas Steffen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #7: Application for a One-Day 3.2 Beer License <br /> <br />City Administrator Schroeder stated that the Ramsey Lions are applying for a one-day, 3.2. beer <br />license for a one-day event at the Federal Shooting Sports Center at 16128 Variolite Street on <br />July 26, 1997.
