Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, Beyer and
Zimmerman. Voting No: None.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to direct that
the City Attorney draft a letter of facts that might be sent to all Ramsey citizens to inform them
of the proposed amendment. Bring such letter back for Council review.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, Beyer and
Zimmerman. Voting No: None.

Case #7: Storm Damage

City Administrator Schroeder noted the significant amount of property damage that happened
throughout the City during a storm that occurred on July 1, 1997. The City has been working
with property owners to remove downed trees. They are being chipped provided they are
brought down to the curb. Some hauling has been done and we will be having a burn plus the
scotch pine thinning program. Mr. Schroeder pointed out there is no budget allocation in which
to take the expected $40,000 expenditure from, however, he recommended $18,000 from the
Council Contingency, $5,000 from the EDA Fund and $17,000 from the Insurance Reserve.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to adopt
Resolution #97-08~195 approving the following funding sources for damage: $5,000 from the
EDA Fund and $35,000 from the Insurance Reserve Fund.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen and Beahen. Voting
No: Councilmembers Beyer and Zimmerman. (Both Councilmembers Zimmerman and Beyer
felt the expense should be shared and that some of it should come out of the Council
Contingency Fund.)

Case #8: Acquisition of Llama Street Right-of Way South of Highway gl0

City Attorney Goodrich noted the issues concerning the extension of Llama Street. The City did
not have the right-of-way and he was directed to work with the property owners involved. An
agreement has been made. Mr. Nathe was offered $40,000 and he accepted it. Also, Mr. Nathe
has strongly indicated he would like the street named Joe Hipp Drive, however, that does not fit
in with the City's grid pattern.

Motion by Councilmember Beyer and seconded by Councilmember Haas Steffen to authorize the
Mayor and City Administrator to 'execute on behalf of the City the purchase agreement with
Joseph and Mrs. Nathe, husband and wife, for the acquisition of a 39-foot wide strip of land lying
south of Highway # 10 and to authorize the Mayor and City Administrator to execute on behalf of
the City the amendment to the Alpaca Estates 4th Addition Development Agreement which

City Council/August 12, 1997
