COUNCIL BUSINESS <br /> <br />Case#l: Request for Site Plan Approval; Case of Consulting Management <br /> Construction, Inc. <br /> <br />Zoning Administrator Frolik stated that the City of Ramsey received a request for site plan <br />review and approval from Consulting Management Construction, Inc. The plan proposes to <br />construct a 23,352 square foot office and manufacturing facility in Business Park 95 6th <br />Addition. The plan is in compliance with City Code as it relates to zoning, lot coverage, <br />setbacks, design and number of off-street parking areas and driveways, loading berths, exterior <br />lighting, waste storage and architectural standards. Staff has suggested some modifications to <br />the landscape plan and to the drainage plan to facilitate the possible future expansion of the <br />facility. The site is proposed to have two accesses onto Unity Street NW. Ms. Frolik noted that <br />the site plan is subject to the approval of the Business Park 95 Architectural Review Board. She <br />also noted that this is a tax increment financing (TIF) project under the instant equity program <br />the City has been operating. The City expenses toward the project are recovered within the time <br />frame of the TIF district. Staff and the Planning Commission are recommending approval. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Haas Steffen to approve <br />the proposed site plan for Consulting Management Construction contingent upon compliance <br />with the City Staff Review Letter dated August 27, 1997, and the Business Park 95 covenants. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Haas Steffen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #2: Request for Site Plan Approval; Case of Vision-Ease Lens <br /> <br />Zoning Administrator Frolik reported that Vision-Ease Lens is planning to utilize organic <br />peroxide formulations in the manufacture of their polycarbonate based products. This material is <br />considered a hazardous chemical. Proper storage and handling are addressed in materials <br />published by several groups/organizations. The peroxides are stored frozen until they are taken <br />out of storage for immediate use. Vision-Ease plans to store very small quantifies of this <br />material on site: no more than 100 pounds of Class I peroxide and no more than 100 pounds of <br />Class III peroxide. The material is not considered hazardous once it has been utilized in <br />production. The empty storage containers require no special handling or disposal.. The material <br />poses no hazard to the environment if spilled. Ms. Frolik observed that Factory Mutual <br />Insurance incorporates the most restrictive guidelines for locating a detached storage building on <br />a site relative to major buildings in the same site. Their normally recommended minimum <br />separation is 100 feet along with a barrier. Vision-Ease is proposing a 250 square foot one-room <br />metal building on a concrete slab on grade. It will be centered in a 46' x 46' area of crushed <br />gravel, surrounded by a 6' chain link fence. There will be an earth berm, higher than the <br />building, approximately nine feet high, around the west, south and east sides of the building. Ms. <br />Frolik pointed out that City Code requires building exteriors to be natural or artificial stone <br />unless otherwise approved by Council. The Planning Commission is recommending approval of <br />the metal building as proposed as it will be screened on three sides by the berm.
