The Planning Commission <br />also recommended that the berm be landscaped. <br /> <br />Tom Morvik, Vision-Ease Lens, explained that the peroxide is not explosive if you do not <br />confine it. If it starts to bum, it has to just burn out. The most that will be stored at this site is <br />100 pounds of Class 1 and 100 pounds of Class 3. <br /> <br />Fire Chief Kapler explained that this site plan meets the National Fire Protection Association <br />standards for this type of material and upon review of the Emergency Response Booklet, he was <br />assured that the Ramsey Fire Department could deal with this product. <br /> <br />Kevin Connelly, Vision-Ease, further explained that the bum time would be about 45 to 60 <br />seconds - it's very rapid, almost a flash, and there is not a lot of spread. <br /> <br />Mr. Morvik added that when the product is used, it is used in such a small quantity, that it is not <br />likely to start fire. Also, once it is combined, it is no longer combustible. He noted that it can <br />basically be stored indefinitely providing it is kept cold. <br /> <br />Councilmember Haas Steffen wondered if Vision-Ease decided to increase their amount of <br />storage of peroxide, would they have to notify the City. <br /> <br />Ms. Frolik responded that the City is not stipulating that. <br /> <br />Mr. Morvik stated that the amount of peroxide stored is constrained by their insurance company. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman to <br />approve the site plan proposed by Vision-Ease for an accessory structure intended for the storage <br />of hazardous chemicals with a metal exterior finish and a landscape plan subject to the approval <br />of the City. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Zimmerman, <br />Beahen and Beyer. Voting No: None. <br /> <br />Case#3: Receive Bids and Award Contract for Construction of Alpine Park <br /> (Improvement Project #97-21) <br /> <br />City Engineer Jankowski reminded Council of the intent to construct Alpine Park with funds <br />generated through the sale of City-owned property. The improvements for the first phase of <br />development include four ball fields, a soccer field, and a parking area. The improvement also <br />includes grading to create wetland on the western end of the property which will be utilized for <br />wetland replacement credits where wetland needs to be filled as a result of economic <br />development or transportation projects. He reported that bids were opened on Friday and he is <br />recommending the bid be awarded to Forest Lake Contracting in the amount of $323,691. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution #97-09-252 receiving bids and awarding contract for Improvement project #97-21 <br /> <br />City Council/September 9, 1997 <br /> Page 5 of 9 <br /> <br /> <br />
