However, a salary adjustment and expansion <br />of the title to City Clerk may be appropriate upon the completion of a new Time Spent Profile <br />and/or completion of the training period in the year 2000. <br /> <br />City Administrator Schroeder pointed out that Ms. Thieling has been handling the elections for <br />the City since Ms. Ott left in 1991. <br /> <br />Upon inquiry, Ms. Waite Smith explained that the City is requesting/requiring Ms. Thieling to <br />participate in the Clerk's course, therefore, the City would pay for the course and allow the time. <br /> <br />Councilmember Beahen arrived (6:20 p.m.) <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to authorize <br />changing the title of the Recording Secretary to Deputy City Clerk immediately and authorizing <br />the current Recording Secretary to begin the three-year City Clerk certification training in 1998. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer and <br />Zimmerman. Voting No: None. Abstain: Councilmember Beahen- as she had just arrived. <br /> <br />Case #2: <br /> <br />Consider Recommendation to Establish Community Development Assistant <br />Position <br /> <br />Administrative Services Manager Waite Smith explained that the position of Community <br />Development Assistant has been requested to assist both the City Engineer and the Zoning <br />Administrator. She listed some of the duties expected and Council discussed what they felt was <br />needed. <br /> <br />It was pointed out to Council that there is a definite need to fill the vacant positions - Ramsey has <br />the lowest amount of employees per capita, which also means there are no "extra bodies" to <br />handle more duties. <br /> <br />It was felt that the new City Administrator should have input in the hiring process of such a <br />position. <br /> <br />City Administrator Schroeder reported that he has been negotiating with Anoka Electric <br />Cooperative with regard to working on economic development. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to authorize the <br />creation of a Community Development Assistant position immediately, establish the beginning <br />salary for the Community Development Assistant at $24,925 annually, and authorize staff to post <br />the position and accept applications. <br /> <br />Motion carded.
