Case #3: Consider Recommendation to Establish Community Service Officer Position <br /> <br />Administrative Services Manager Waite Smith reported that the Police Department has requested <br />a half-time Community Service Officer (CSO) for 1998. This position would assume <br />responsibilities that are currently handled by sworn officers. <br /> <br />Council entered into discussion relating to this position. It was felt by some that this position <br />should start later in the year and be a full-time position. <br /> <br />Council asked the Police Chief to prepare in a priority order what the duties of this CSO position <br />should do. They felt that the public relations part of this position is very important - not running <br />vehicles in for maintenance, etc. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to authorize creation <br />of a half-time Community Service Officer position, effective January 1, 1998, and establish a <br />beginning pay rate of $10.44 per hour ($21,724 annualized) for the part-time CS O position which <br />represents the midpoint of the 1997 Stanton Group Six average for part-time CSO's plus 3% for <br />inflation. The Police Chief will revamp the job description and it will again be looked at by <br />Council at the first meeting in October. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas Steffen and <br />Zimmerman. Voting No: None. <br /> <br />Case #4: Consider Recommendation to Hire Economic Development Coordinator <br /> <br />It was determined that Mr. Schroeder would continue negotiations with Anoka Electric <br />Cooperative with regard to working on economic development until a coordinator is hired. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to table action <br />at this time. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer and Beahen. <br />Voting No: Councilmember Zimmerman. <br /> <br />Motion by Councilmember Beahen and seconded by Mayor Gamec that Mr. Schroeder would <br />report back at the next Council meeting. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas Steffen and <br />Zimmerman. Voting No: None. <br /> <br />Case #5: <br /> <br />Consider Recommendation to Establish Position of Fire Chief/Public Works <br />Director <br /> <br />City Administrator Schroeder stated that a number of issues concerning staffing in the Fire <br />Department and Public Works Department have arisen in the past few months. The City <br />Engineer has too many engineering/community development responsibilities to adequately fulfill <br /> <br />City Council/September 15, 1997 <br /> Page 3 of 5 <br /> <br /> <br />
