<br />Case # ~ <br /> <br />REVIEW PONDV ALE FEASIBILITY STUDY <br />By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />The Pondvale development is located east of CSAH 5 Nowthen Boulevard across from <br />Ramsey Elementary SchooL A petition was received in January 2007 requesting the <br />feasibility study be updated and a draft feasibility study was prepared and discussed with <br />the Pondvale residents at the April 17, 2007 Public Works Committee meeting. <br /> <br />The draft feasibility study presented at that meeting extended water, sewer and storm <br />sewer to all ofthe 22 lots in the development. Helium Street and 150th Lane from <br />Helium Street to CSAH 5 was widened to 38 feet to be consistent with the width of this <br />street in the Meadow development to the north, and sidewalk was proposed as a part of <br />the improvements. The cost distribution proposed was consistent with the policies that <br />the City would apply to commercial developer. <br /> <br />Six (6) of the eight (8) property owners were in attendance at a April 10, 2007 open house held <br />for the project were generally opposed to the project. The residents that signed the petition were <br />envisioning a project that would generally be confined to Helium Street and l50th Lane east of <br />Helium Street to the eastern plat boundary. The project as proposed in this feasibility study <br />would result in an assessment of$19,000 per lot. <br /> <br />Upon recommendation from the Committee the City Council directed staff to revise the <br />Pondvale feasibility study and provide additional information as follows: 1) Consider <br />segmenting the project into two areas with the division point being roughly the <br />intersection of Helium Street and 150th Lane; 2) Research the drainage and utility <br />easement on the Asmussen property to determine whether it is temporary until sewer and <br />water become available; 3) Provide a breakdown of costs to allow the Committee to <br />consider the impacts of the City picking up a share of the project costs. The purpose of <br />this case is to report back on these issues and seek direction prior to further contact with <br />the project property owners. <br /> <br />Observations: <br /> <br />In segmenting the project two areas have been created; Area 1 is the eastern area of the <br />subdivision which would receive sewer and water improvements; and Area 2 which is the <br />western portion of the subdivision which mayor may not receive sewer and water <br />improvements (depending on which of the following options might be implemented) but <br />which would not be assessed for sewer and water improvements until they choose to <br />hookup to these utilities. All of the projected assessments for Area 1 are based upon <br />dividing the assessment equally among 12 units (six for Murphy; three for Hickey; two <br />for Likus; and one for Assmussen).
