The dedication ofthe drainage and utility easements on the plat state that the fee <br />owners at the time "do hereby donate and dedicate to the public for public use forever the <br />Street, Lane, utility and drainage easements as shown on the plat." There are no special <br />conditions mentioned on the transfer deed.
