Case #11: Appoint Members of Comprehensive Plan Focus Groups <br /> <br />Acting City Administrator Waite Smith explained that the main concern of the Comprehensive <br />Plan consultants is that the focus group be comprised of all interest groups and people who could <br />focus on solutions. Council was presented with a list of names that will be finalized for the next <br />meeting. <br /> <br />Case 7t12: Request for Assistance to Youth First <br /> <br />Mayor Gamec asked Council to allocate $5,000 toward the Youth First Program. <br /> <br />Motion by Councilmember Haas St&fen and seconded by Councilmember Beyer to adopt <br />Resolution #97-10-297 authorizing a budget amendment to reallocate a maximum of $5,000 for <br />Youth First from a revenue/fund to be determined by the Finance Officer. (This funding is <br />contingent upon other city participation and contingent upon a 1997 budget amendment. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Case #13: Report from Road and Bridge Committee <br /> <br />1) Consider Revision of Snow Removal and Ice Control Policy <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to contract out <br />one cul-de-sac route and add an evening shift to keep arterial streets passable during a storm at an <br />estimated cost of $4,500 per year. Staff should also determine what it would cost to clean the <br />streets in four hours following an average snow storm and that this policy be reviewed by the <br />Fire Chief/Director of Public Works. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />2) <br /> <br />Consideration of Replacing Chapter 8.30 of City Code (Sewage Disposal Systems) <br />with Minnesota Rules Chapter 7080 <br /> <br />This case was tabled at the Road and Bridge Committee level due to lack of time. <br /> <br />Case #14: Report from Personnel Committee <br /> <br />1) Police Chief's Performance Appraisal <br /> <br />Mayor Gamec explained that Police Chief Gustafson reported on the progress he has made <br />toward updating the Police Department Policy Manual, developing an initial reaction plan for the <br />Police Department to respond to emergencies, in communication with other responsible agencies, <br />realigning work assignments in the Police Department to increase effectiveness, devising a plan <br />to strengthen community oriented policing in Ramsey, developing a plan for regular <br /> <br />City Council/October 14, 1997 <br /> Page 12 of 15 <br /> <br /> <br />
