communication between the Police Chief and the Council and between the Police Chief and other <br />City Department Heads, and developing a plan for the entire staff of the Police Department for <br />continuing education and training. <br /> <br />2) Discuss Job Description for Public Safety Aide <br /> <br />Mayor Gamec reported that the Personnel Committee had received a job description for a <br />position called the Public Safety Aide but that it will be amended and brought back to the <br />Committee for review at a subsequent meeting. <br /> <br />3) Receive Information on Exempt Salary History Compared to Union Salaries <br /> <br />Mayor Gamec reported that the Committee also received salary history comparisons to review <br />prior to discussion of salary increases for the exempt employees at the next meeting. <br /> <br />4) Recommend Fire Chief/Director of Public Works Appointment <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to appoint Dean <br />Kapler as Fire Chief/Director of Public Works, effective on or after January 1, 1998, at an annual <br />salary of $51,000, and that Mr. Kapler serve a one-year probationary period in his new position, <br />with performance reviews at six and twelve months.. 3.~ ~~ <br />Motion carried. (She stated her vote is not meant personally toward <br />Mr. Kapler, only toward the closed process.) <br /> <br />Case #15: <br /> <br />Request for Final Plat Approval of Regency Pond 3rd Addition; Case of <br />Good Value Homes <br /> <br />Zoning Administrator Frolik stated that Good Value Homes is requesting final plat approval of <br />the third and final phase of Regency Pond. The property is located in the northeast comer of the <br />intersection of Industry Avenue and Ramsey Boulevard. The approved plat consisted of about <br />85 acres proposed to be subdivided into 135 single family lots. Good Value is intending to plat <br />the final 51 lots at this time. All of the lots meet the area and width requirements for the urban <br />residential district. Blocks 5 and 6 are considered riparian to the wetland and, as such, the lots <br />must contain 15,000 square feet of area above the ordinary high water mark. Park dedication <br />will consist of a cash payment. Staff is recommending approval. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Haas Steffen to adopt <br />Resolution #97-10-298 granting final plat approval of Regency Pond 3rd Addition contingent <br />upon the Developer entering into a development agreement with the City. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Haas Steffen, and Beyer. <br />Voting No: Councilmember Zimmerman.
