Case #16: Authorize Bid Process for Chipping and Hauling of Debris/Brush Removal

Finance Officer Hart explained that the last step in the process of cleaning up the debris from the
July 1 storm is the disposition of the two remaining debris/brush piles located on the properties
of Waste Management and A1 Pearson. The City requested quotes from various vendors at the
request of FEMA. These bids were sought in good faith although only one was received
initially. Ms. Hart explained that what all this "boils down to" is whether or not it is necessary to
go through the process of sealed bids. It is her opinion, and that of the City Attorney, that the
City should proceed with a formal sealed bid process. The bid opening would take place on
October 31, 1997, with an award being made at the November 10, 1997 Council meeting.

Motion by Councilmember Beyer and seconded by Councilmember Beahen to authorize staff to
proceed with the sealed bid process for the chipping and removal of debris/brush currently
located on the properties of Waste Management and A1 Pearson. The bids should cover the
options of leaving some of the chips at the site also.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen, Haas Steffen and
Zimmerman. Voting No: None.

MAYOR AND COUNCIL INPUT

1) Youth First

Mayor Gamec reminded everyone about the Youth First meeting scheduled for November 5,
from 5:00 p.m. to 9:00 p.m. and that it is planned that a light meal be served.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to authorize
an expenditure not to exceed $200 for meals for the Youth First meeting.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, Beyer and
Zimmerman. Voting No: None.

2) Discussion with Elk River

Council discussed that the "Comp Planners" for Ramsey should have conversation with Elk
River with regard to future development and proposed roadways.

3) "Moldy Class Rooms"

Councilmember Beahen reported that, with the mold problem at Crooked Lake Elementary
School, their classes are being held elsewhere. One of the places is the Learning Center.
Therefore, some of the meeting rooms are not available at the Learning Center and they are
looking for alternative space to hold meetings.

Motion by Councilmember Beahen and seconded by Councilmember Haas Steffen to offer space
at City Hall for meetings if needed and that there be no meeting fee attached to it.

City Council/October 14, 1997
