Council informed Mr. Wissler that this would all be discussed during Case #8.

Natalie Haas Steffen, 7007 - 164th Avenue NW, Ramsey, stated that she had been visited by a
Billy Goat and ended up having to keep him overnight. She was told by the Police Department
to keep the goat overnight and call the Humane Society in the morning. She did that and was
told by the Society that they do not pick up goats. She contacted the Police Department again
and they could not help her. Eventually the goat's owner came by, but the goat had caused some
damage to her property. She added that she was disappointed in how the City takes care of
matters like this and felt there should be a policy in place to handle this type of situation.

Zoning Administrator Frolik responded that the Horse Care Commission discussed this issue but
no one wanted the liability of taking in other people's animals.

Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman to refer
this matter again to the Horse Care Commission.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Zimmerman,
Beahen and Beyer. Voting No: None.

Mayor Gamec introduced Ms. Linda Cobb who is the Business Representative for the AFSCME
Union. Ms. Cobb was present to meet the Council.

APPROVE AGENDA:

Mayor Gamec noted the addition of Case #16: Authorize Bid Process for Chipping and Hauling
of Debris/Brush Removal. He also noted that Case #5: Review Request for Deferral of Special
Assessments; Case of Art Raudio, would be an informational case as Mr. Raudio was not able to
be present. Case #11: Appoint Members of Comprehensive Plan Focus Group would also be
informational as it had not yet been decided who to appoint for the focus group.

Motion by Councilmember Beyer and seconded by Councilmember Beahen to approve the
agenda as amended.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen, Haas Steffen and
Zimmerman.
