Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case#l: Authorize Agreement with Springsted, Inc. to Perform TIF Compliance <br /> Audit <br /> <br />Finance Officer Hart gave a history of the tax increment financing within the City of Ramsey. <br />The use of TIF has afforded the City the opportunity to expand its tax base, both residential and <br />commercial, and entice quality businesses to the City. She summarized information relating to <br />TIF and pointed out that in the 1995 and 1996 reports to the State TIF Department, there were <br />some inadequacies in the accounting information from the early years. The auditors, during the <br />1996 audit, suggested that the City contract with an outside agency to complete a compliance <br />audit on all of our districts. They suggested that we utilize a fiscal agent that is familiar with the <br />City and its TIF activity.
