COUNCIL BUSINESS Case#l: Authorize Agreement with Springsted, Inc. to Perform TIF Compliance Audit Finance Officer Hart gave a history of the tax increment financing within the City of Ramsey. The use of TIF has afforded the City the opportunity to expand its tax base, both residential and commercial, and entice quality businesses to the City. She summarized information relating to TIF and pointed out that in the 1995 and 1996 reports to the State TIF Department, there were some inadequacies in the accounting information from the early years. The auditors, during the 1996 audit, suggested that the City contract with an outside agency to complete a compliance audit on all of our districts. They suggested that we utilize a fiscal agent that is familiar with the City and its TIF activity. Ms. Hart reported that the agent the City has used on a consistent basis is Springsted, Inc.
