Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to direct staff <br />to enter into an agreement with Springsted, Inc. to provide a compliance audit of the City's TIF <br />districts and assist in the preparation of cash flow projections based on recent legislative changes <br />as outlined in the proposal. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Case #2: Request for Site Plan Approval of Ramsey Schwinn; Case of Richard Wolens <br /> <br />Zoning Administrator Frolik reported that Richard Wolens is seeking site plan approval to <br />develop a 5,000 square foot bicycle sales and service facility on Highway #10, just west of the <br />Pro Sporting Goods facility. The plan is in City Code compliance requirements for lot coverage, <br />setbacks, number and design of off-street parking spaces, and architectural standards. The plan is <br />being modified to include a lighting plan and landscape detail. The Planning Commission and <br />City staff are recommending site plan approval. Ms. Frolik noted that Mr. Wolens is present. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to approve <br />the proposed site plan for Ramsey Schwinn contingent upon compliance with City staff review <br />letter dated October 2, 1997, and the applicant entering into a development permit with the City. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #3: <br /> <br />Request for Final Plat Approval of Deal Commercial Center; Case of Jim <br />Deal <br /> <br />Zoning Administrator Frolik stated that Jim Deal is requesting final plat approval of Deal <br />Commercial Center to replat Lot 1 of Deal Industrial Park with the adjacent property to the west <br />to enlarge Lot 1 and create two more commercial lots. Lot 1 of Deal Industrial Park is currently <br />occupied by Pro Sporting Goods and Ramsey Schwinn will be developing on Lot 2. All lots will <br />meet or exceed the one-half acre minimum lot size, the 100 foot minimum lot width and 150 foot <br />minimum lot depth requirements. The two new lots will have access to Highway #10 from a <br />managed access currently existing. Because there are no immediate plans to develop Lot 3, the <br />developer will be required to construct an improved drive-lane across Lot 3 to feed into Lot 2 to <br />avoid an interruption of improved access to highway #10. The Planning Commission and City <br />staff are recommending final plat approval. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution #97-10-296 granting final plat approval to Deal Commercial Center. <br /> <br />Motion carried.
