We have also received a request from the Anoka County Housing and <br />Redevelopment Authority for Ramsey's inclusion in the 1998 levy for improvements to the <br />housing stock in Anoka County. Ms. Frolik explained that the levy is based on population and if <br />Ramsey accepts the levy, it would be approximately $90,000 in 1998. This levy can be targeted <br />for a project in Ramsey and the funds would be allocated accordingly. IfRamsey decides to do a <br />publicly funded senior housing project in the community, then the levy would be assessed <br />annually until the bonds sold by the HRA for the project are paid off. If we do not do a project in <br />1998, the funds would be carried over until the project is ordered. If we decide not to do a <br />project, we can opt out of the levy in 1999, and the $90,000 collected would be expended on an <br />alternative HRA project in Ramsey. Ms. Frolik continued that if Ramsey does a senior housing <br />project through Anoka County HRA, the HRA develops, owns and operates the facility. The <br />project would be subject to the review and approval of the City Council. It is anticipated that the <br />rental fees for the units can be $150 - $200 less per month with a publicly funded project versus a <br />privately owned facility. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution #97-10-316 declaring intent to participate in the 1998 Anoka County Housing and <br />Redevelopment Authority levy. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Case #13: Appoint Members of Comprehensive Plan Focus Groups <br /> <br />Mayor Gamec handed out the list of names suggested for the focus group with an asterisk by 15 <br />of the names which he is recommending. He asked that each of Council call Ms. Waite Smith <br />with a name off the list also. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Beahen to appoint the people <br />recommended to the Comprehensive Plan Focus Group, contingent on acceptance of the <br />invitation to serve. <br /> <br />Motion carried.
