port/on of the property. Ms. Frolik stated that the required setback in rural residential <br />neighborhoods is 10 feet; the required setback in commercial districts is 20 feet. It has been the <br />City's policy to impose commercial standards on the commercial portions of these P.U.D. lots. <br />Mr. Sjoquist is proposing to locate the building 10 feet from the west property line. He states <br />that moving the building 10 feet to create a 20 foot setback fi:om the west property line will <br />require moving the structure south nearer the wetland to facilitate easy drive-in access on the <br />north side of the building. Mr. Sjoquist does not plan to build until the spring of 1998, and plans <br />to apply for a side yard setback variance at that time. The building is proposed to be finished <br />with vinyl siding like the principal commercial structure and the home on the property. The <br />Planning Commission and City staff are recommending site plan approval. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to approve the <br />proposed site plan for Mike's Woodworking contingent upon compliance with City Staff Review <br />Letter dated October 2, 1997, and obtaining a variance to the side yard setback requirement. <br /> <br />Motion carried. Voting Yes: Councilmembers Haas Steffen, Beyer, Beahen and Zimmerman. <br />Voting No: None. Absent: Mayor Gamec (left the chambers). <br /> <br />Councilmember Zimmerman is now presiding the meeting as Mayor Gamec is out of the Council <br />Chambers. <br /> <br />Case #2: Request for Site Plan Approval; Case of Mike Leblanc <br /> <br />Zoning Administrator Frolik reported that Mike Leblanc is requesting site plan review to <br />construct an auto detail shop in the Pineview Estates 2nd Addition P.U.D. This P.U.D. is zoned <br />for a combination of residential and commercial uses. Mr. Leblanc is proposing to construct a <br />1,416 square foot commercial structure to house his auto detail business, which equates to a .02% <br />building coverage on the commercial portion of the lot. This is in accordance with our general <br />commercial regulation of restricting building coverage to 30% of the commercial property size. <br />The covenants for the Pineview Estates restricts the front 200 feet of the property for the <br />residential use. Mr. Leblanc's commercial building is proposed to be set back 200 feet from the <br />front property line. The building will be finished with vinyl siding and brick wainscot on the <br />north wall facing 149th Avenue. Access is proposed along the east property line. Mr. Leblanc <br />will furnish the City with confirmation that the other homeowners in the P.U.D. do not object to <br />his placement of the driveway on the east property line and he also has to provide a written <br />statement agreeing to accommodate a driveway along the west property line in the event a <br />residential/commercial use on Lot 1 requires it. City staff and the Planning Commission <br />recommend approval. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to grant site <br />plan approval to Mr. Leblanc's site plan for Lot 2 in Pineview Estates 2nd Addition P.U.D. <br />contingent upon compliance with City staff review letter dated October 16, 1997. <br /> <br />Motion carried.
